Vice Admiral Haney is a 1978 graduate of the U.S. Naval Academy, where he received a Bachelor of Sci- ence degree in ocean engineering. He completed opera- tional assignments in USS John C. Calhoun in various division of- ficer assignments and in USS Frank Cable, where he completed Surface Warfare qualifications while
serving as radiological controls officer. He served as an engi- neer on the USS Hyman G. Rickover, and as assistant squad- ron deputy at Submarine Squadron 8 before taking command of USS Honolulu in June 1996. VADM Haney commanded Submarine Squadron 1 from June 2002 to July 2004, and Submarine Group 2 from October 2006 to March 2008. His shore duty tours include congressional appropriations liaison officer for the Office of the Secretary of Defense (Comptrol- ler), deputy chief of staff of Plans, Policies and Requirements, U.S. Pacific Fleet, and director, Submarine Warfare Division. In November 2010, he reported for duty as deputy commander, U.S. Strategic Command. VADM Haney holds master’s de- grees in engineering acoustics and system technology from the Naval Post Graduate School, and a master’s degree in national security strategy from the National Defense University.
REAR ADMIRAL SINCLAIR M. HARRIS Commander, Expeditionary Strike Group 5
Rear Admiral Harris is a 1981 graduate of James Madison University, where he received a Bachelor of Science degree in econom- ics. His earliest assignments include tours at sea. He has commanded USS Comstock during the war in Afghanistan and Amphibious Squadron 4/ Iwo Jima Strike Group during humanitarian assistance and disaster relief–Hurricanes Katrina/Rita in 2005 and a non-combative evacuation op- eration of Lebanon in 2006. Ashore, RDML Harris’ assignments include tours in the Washington-area at the Institute for National Strategic Studies in the National Defense University; the Navy Staff in the Assessment Division; and the Joint Chiefs of Staff (J-5) Strategic Plans and Policy Directorate as the Global Se- curity Affairs Division chief for Security Assistance. He was a senior fellow in the Chief of Naval Operations Strategic Studies Group. In May 2008, he returned to the Office of the Chief of Naval Operations as the deputy director, Expeditionary Warfare Division. RDML Harris earned a Master of Science degree in operations analysis from the Naval Postgraduate School in 1989 and is a graduate of the Armed Forces Staff College in Nor- folk, Va. He also earned a Master of Arts degree in defense and strategic studies from the University of Madras, India’s Defense Services Staff College in Tamilnadu, India.
REAR ADMIRAL NORMAN R. HAYES Director of the Intelligence Headquarters, United States European Command (J-2)
Rear Admiral Hayes is responsible for all intelligence systems, plans, policy
and intelligence activities of U.S. Forces in Europe. He assumed this position in January 2010. He has previously served as director of Intelligence in Kabul, Afghanistan, director of the National Security Operations Center at the National Security Agency, director of training at the Navy and Marine Corps Intelligence Training Center, and he has also held command of the Center for Naval Intel- ligence and the Navy and Marine Corps Intelligence Training Center. Initially, he worked in the private sector for five years after graduating from Indiana Univer- sity. before commissioning in 1982 as a naval intelligence officer. Since then, he has served as a Fleet Ocean Surveillance Information Facility watch officer and an indications and warning officer. For the period 1989-1991, he was a member of the director of Naval Intelligence’s staff at the Pentagon. He returned to sea with commander, Carrier Group 1, as the assistant intelligence officer in 1991, and his follow-on tour was as junior intelligence officer, and intelligence community placement officer. In 1996, after receiving a Master of Arts degree at the Marine Corps Command and Staff College, he was appointed chief, Analysis Division, Special Operations Command Joint Intelligence Center. From 2002-2004 he was commander, 7th Fleet, assistant chief of staff for Intelligence.
