Belfast City Council recognises the need for high standards in its regulation of businesses and believes that good regulation is essential not only to ensure public protection but to support businesses and encourage economic activity. As a council we actively adopt a proactive approach to helping businesses to fully understand and meet their legal responsibilities and we hope by working with businesses we avoid unnecessary costs and burdens on businesses in Belfast.
Health & safety
If you run a small business in Belfast, we can provide you with free advice & support on how to comply with health and safety law. Our Safety and Environmental Advice Service is independent and confidential and can help you prevent accidents, reduce business costs and become more competitive. We can provide: one‑to‑one health checks; suggestions for improvements ; help with carrying out risk assessments and writing health and safety policies ; tailored health and safety training sessions; assistance in developing a workplace health programme as well as advice about a range of health and safety issues. Food safety
Food Safety is vital for any business that produces or retails food, not only does it protect your customers it protects your reputation and getting it wrong can be costly.
We encourage businesses to come to us for advice and give clear guidance on how to comply with the law and on good practice. At the design stage we offer advice on the premises layout, facilities, structure, finishes and the equipment required. We hold regular seminars to help businesses understand what the law requires and help them develop food safety management procedures.
We inform consumers of the hygiene standards in all food businesses through our "Scores on The Doors” publication scheme.

A balanced diet is also essential to health and we recognise the role food businesses can play in ensuring consumers can make informed healthy choices. Consumer advice
Based in The Advice Centre, 14 Wellington Place is an advice service offering free help and practical advice to both consumers & traders. We can help consumers make a complaint about faulty goods & poor services, advise them of their rights in relation to credit agreements and loans, and provide information on scams and topical matters like the recent volcanic ash cloud.
We are an impartial service and also assist traders by informing them of what their responsibilities are to consumers. We can negotiate and mediate on behalf of either party to help reach a mutually acceptable solution. Call us on 9032 8260 or call in.
ʻNo smoke without litter!ʼ Belfast is a smoke‑free city, this means it is against the law to smoke in most enclosed workplaces and public places, including bars, clubs, restaurants and certain vehicles. The legislation has been well received since it came into force, however, there have been some negative effects such as the amount of smoking‑related litter that is dropped when people gather together to smoke.
