he successful delivery of complex procurement programmes presents many challenges – technical,


process, personnel, commercial, financial and governance. Ensuring that each of these elements is considered and managed within the programme, as well as in the wider environment in which the programme will operate, is the key challenge faced by procurement directors worldwide. In today’s economic climate, there is constant pressure to deliver improved project value with less resource and significantly reduced timescales. To maximise the use of budgets, government departments


and commercial organisations are relentless in their search for ways to continually improve procurement efficiency. In our experience, most failures are a result of unclear ultimate programme objectives. A critical element of any major


procurement operation is having a clear understanding of what success will look like from the very beginning. High-level project objectives can often be forgotten in the detail of technical requirements. Therefore, having a detailed picture of the successful outcome for your whole programme allows you to work backwards to a set of structured criteria, which in turn informs your requirements and their evaluation. Based


on its experience supporting procurements around the world, QinetiQ has developed a method of Structured Criteria Development (SCD), to ensure programmes identify the information required to solicit the best responses and to inform decision making. SCD differs considerably from the traditional requirements-led approach to procurement. This traditional approach uses a large number of detailed technical requirements and conducts evaluations based on compliance to those requirements. Usually, this leads to decisions based entirely on technical compliance and price – the cheapest technically compliant solution as opposed to the best affordable solution.


With SCD, a smaller number of high-level criteria are used to examine whether the top-level requirements will be met. This leads
