to build domestic support, governments must invest in the local economy, and provide a safe and secure environment in which economic progress can take place. Unfortunately, it has not been as simple as replicating London’s ‘Safe City’ concept given the extent of violence that still plagues the country. Instead it is necessary to combine aspects of the intelligence- led city-wide surveillance approach, with other advanced technologies such as vehicle X-ray systems that have, in the past, been reserved primarily for national border crossings and seaports. This approach is currently being pioneered in the next generation of Iraqi city, which is under construction just 100km south of the capital, Baghdad. Restrata have implemented vehicle X-ray systems and a number of similar technologies to scan all vehicles entering the city for explosives, weapons, unauthorised passengers and other contraband that would often go undetected by security guards. So advanced is the current technology that vehicles can drive through the X-ray portals without even stopping, whilst a trained operator quickly analyses the image and where necessary raises automatic barriers further down the road to divert the vehicle to a secure area for further searching or containment of the threat.
