Appropriate regulation and legislation can position well for competitive advantage and Digital Jersey will be seeking to identify those which benefit from the island’s advantages. Areas for consideration include sovereign data and data protection, big data and
telecommunications test environments, each of which could offer first-mover advantage to businesses based in the island. One note of caution here, is that the speed of our legislative process needs to improve dramatically for us to secure advantages over other jurisdictions, an area where we have struggled in the past.
While we point to the advantages Jersey enjoys, pragmatically we need to observe the many and significant challenges we face in the digital world.
Firstly, we are late to this party, many jurisdictions are well advanced in
implementing their own strategies. Also, it is a highly competitive world, especially when it comes to attracting inward investment of companies, with many jurisdictions offering large incentives for businesses to move there. Similarly, there are real additional cost premiums associated with being an island, not least cost of data and telecommunications. While there is some rational for this, such as the cost of undersea cables, growth of the digital economy is highly dependent on having internationally competitive data costs, especially for data intense businesses.
Digital Jersey is consulting with the regulator and telecommunications service providers to ensure that the high capacity networks provide an increasingly attractive platform for innovative service provision, both by existing businesses and by new enterprises.
We have an exciting journey ahead – one which will create new employment, stimulate new business, and equip young and old with skills for the digital age and even launch a satellite along the way. It’s one giant leap for Jersey.
