At the same time, Jersey will struggle to achieve these aims without ensuring critical dependencies are in place to support the growth of the digital sector, including skills availability and


development, competitive telecommunications infrastructure, a compelling suite of incentives to attract business to the island, an agile and effective regulatory regime and a commitment to eGovernment.


Many countries with successful growth in the digital sector have prioritised the need for eGovernment, meaning how governments use the internet to get information and services to citizens and, in return, how citizens interact and communicate with government.


The States of Jersey eGovernment plan is well advanced and uses a ‘citizen-centric’ approach, which means delivering services in a way that makes it easy for each of us to handle the many ways we deal with government, whether this is for our tax, health or social services. There are huge advantages that this brings – ease of use, less time required, more cost effective - while a strong eGovernment structure also stimulates innovative services and drives new business development.


The target is that by 2016


interactions with government will be ‘digital’, a massive change from today with less than 10%. This ambitious target


will have huge societal benefits and implications.


In the past Jersey has been viewed and used as an ideal market to test new consumer products – the same holds true for new technologies. For example there are huge opportunities in e-Health, where Jersey could, potentially, be the first jurisdiction in the world to benefit from services which will help us to continually monitor our health and interact with clinicians for preventative programmes or without having to travel to the doctor’s office as often. Similarly, we could be the first to give everyone access to wearable health monitors. With the fifth oldest population in the world, Jersey could also become the place where the ageing population benefits from technologies which gives them information, connection, security and access to state-of-the-art health and medicine delivered digitally. Aside from developing or testing new technologies in the island, Jersey can and should benefit from deploying digital services in traditional sectors, not least in the finance sector, retail and tourism. Whilst the anniversary of the payment system upgrade in Sand Street car park may have revealed a few dissenters, there is no doubt that tourism could be well supported by digital technology. Working together Jersey Tourism and Digital Jersey can identify ways to encourage more people to visit the island, to stay longer and to get the


most from their surroundings. Similarly event and food-based tourism have the potential to embrace digital technology, offering potential opportunities for new business developments.


Technology cannot generate growth or new services without new skills, meaning that technology education and training (and retraining) must be a priority for the island and for Digital Jersey. Early in 2014, we are launching the Digital Learning Hub, which will give school leavers a chance to develop their knowledge, working alongside


companies, aiming to be in specialist employment within a year. The hub will also provide a location for students to interact with young companies and host coding clubs and adult skills courses too. Working with





the schools, we are also holding a project showcase – called ‘Be Very Afraid’ – in March 2014, where students can showcase their digital and design projects. Based on a well-established format, developed by Professor Stephen Heppell, this will serve to showcase the talent and creativity in Jersey’s students.


Digital Jersey will also start the Jersey Space Programme in 2014. Whilst this will involve the launch of a small satellite (not from Jersey!), it will also give almost unlimited opportunities for projects with a space theme, encouraging students to be inspired by science,


technology and engineering. Jersey students will decide what the satellite is to do, will design it and, once it has been launched, will write apps which make use of the
