energy. The Energy Scrutiny Panel has now reviewed the plan and published their review which shows fundamental support for the plan and contents. Once we’ve considered their recommendations in detail, we’ll be finalising the plan and taking it to the States for debate.


The main aim of the plan is to reduce emissions by 80 per cent compared to 1990 levels, by 2050 and to do this by using secure, affordable and sustainable energy. There are three main strands to the plan which will help us achieve this figure.


Reduce demand for energy according to identified targets each decade: Energy security – ensure a diverse, safe


and resilient supply of energy to meet the Island’s needs. Fuel poverty and energy affordability – ensure that energy is affordable to all members of the community.


The main areas for change are to reduce domestic demand for energy: – changing our behaviour at home. We think that reducing energy demand in this area – which is largely within our control – can contribute to 30 per cent of our 80 per cent reduction target.


We also believe that industrial and commercial demand for energy can be reduced significantly, contributing to 20 per cent of our target. But the big area for change is transport. Getting people of


single occupancy, high fuel consuming cars will, if we succeed, help us meet 40 per cent of our target – but it’s definitely not within our control – it’s about providing the right mix of incentives and legislation to convince people that change can work for them and their family.


Domestic energy The Eco-Active Energy Efficiency service (EES), based in the Department of the Environment targets less well-off Island residents, by offering a range of free energy efficiency measures. Currently I work with Jersey Energy Trust who provide oversight and guidance on policy and corporate governance. The Eco- Active Energy Efficiency service has developed:
