Paraguay - Operations
Argentine casino operator Casinos del Litoral, which currently runs the Hotel Casino Acaray in the city of Ciudad del Este in Paraguay, has started construction upon a luxury five star hotel and casino. The casino will be constructed in the city of Encarnación, the capital city of the Paraguayan department of Itapúa. The casino is being built in order to meet increasing demand due to the rapid increase in tourist numbers in the region. Based in Corrientes, Casinos del Litoral was founded in 1991 and runs a number of casinos in the Argentine province.
The initial investment for the casino and hotel stands at US$5m and it will be located near anoth- er casino called the Casino Carnaval which the group also operates. The hotel will have 54 rooms spanning five floors, an auditorium, a gym and a swimming pool. The casino is scheduled to open in July next year. According to Marketing Manager Lucía Velázquez, the casino will “contribute to the growth of the city that thanks to the development along the shoreline has seen a significant increase in tourism.” A number of other developments are currently underway in the city including a num- ber of four and five star hotels.
Paraguay could be a future bright spot for the industry. Casinos have been permitted in Paraguay since 1997 and may be located in provinces with more than a quarter of a million inhabitants. With tourism on the rise, the casino industry for now is still underdeveloped, but a number of large scale projects could be on the way.
Paraguay has recently passed a law which gives police more power when it comes to curbing ille- gal gaming and the Gaming Control Board La Comisión Nacional de Juegos de Azar (CONAJZAR) is planning a bidding process that could attract large scale investment in a number of five star hotels and casinos in the near future.
Guatemala government could create Gaming Control Board
GUATEMALA The Guatemalan government is looking at setting up a new Gaming Control Board, which would regulate the growing gam- ing industry in Guatemala. The Economic Committee of Congress is looking at ways to regulate lot- teries, bingo halls and casinos and the new gaming control board would, according to the findings of the committee, be the best way to control an industry which has rap- idly spiraled out of control of late.
The committee is currently look- ing at a new law, which would regulate gaming called the “Law for the Control of Bingos, Lotteries Casinos and Gaming” and this debate has focused on whether the Guatemalan Tax Authority would be the right body to control the industry.
However, it is believed that the committee has found that a gam- ing control board would be more efficient in collecting taxes, and prevent illicit activities such as
money laundering and organised crime. Although gaming is expressly forbidden by article 477 of the Penal Code, which puts in place heavy fines and prison terms for those found to be operating casinos or slot parlours, gaming has proliferated widely throughout Guatemala and slot parlours have grown largely unchecked and have, as a consequence, been infiltrated by organised crime. Known widely as “video loterías” (video lotteries) slot parlours in Guatemala also house a great many cases table games and can be large scale.
This is the latest in a number of attempts to regulate the industry and proposals to pass a new gam- ing law were initially put forward in May 2013. While there are no official statistics it is believed that the illegal gaming industry could be worth over US$120m a year and while there have been a num- ber of attempts to crackdown on the industry they have so far proved ineffective.
