markings recommending drivers to keep clear of school entrances are advisory rather than enforceable, but new traffic regulation orders will be introduced in September to allow enforcement of ‘school keep clear’ markings at more than 180 sites across the county. County council bosses decided to launch a crackdown on drivers who ignored the road


markings after a high number of complaints from people living near the schools, as well as safety concerns and the need to improve traffic flow.


The move will give civil enforcement officers the power to issue tickets and fine motorists who cause a danger by parking at school entrances, or across the driveways of nearby residents’ homes. The new approach follows the county council taking over the parking enforcement role from Northumbria Police earlier this year. Councillor Paul Kelly said the move would


address a long-standing situation of the lives of people living near schools being made a misery. ‘There are lots of


British people who think they can put their car anywhere they like, and that is their freedom. How it inconveniences other people is irrelevant to them,’ he said. ‘There are few schools that don’t have a parking problem and this is a major step along the way to solving the issue. It means tickets will be handed out. Drivers will have to change and think about parking considerately, or they will be made to pay.’


FREE for ALL


Free parking is being offered to shoppers in St Helier, Jersey, in a bid to boost business in the town. The main multi-storey car park will be free for five Saturdays in a row, following discussions with the transport minister and local retailers. Deputy Kevin Lewis said that he hoped making parking free at Pier Road would free up space in other smaller town car parks, as well as

bringing more shoppers to the parish. He added: ‘I have listened to the town traders and I have been shown figures that indicate that fewer people are shopping in town.


‘It is a limited offer as it does mean a loss of income to the car parks’ trading account, which funds the operation of parking control and the refurbishment and replacement of our 87 public car parks.’

The luxury car has gained 70 penalty charge notices over the past year, which averages out at more than one per week. According to the Manchester Evening News, all of the tickets were issued on just two of the city’s streets. Other ticketing offenders include a Vauxhall Corsa, with 62 fines, a Mini Cooper which has racked up 48 fines, and a Mercedes Benz C-Class which


has gained 46 penalty charge notices. Cllr Nigel Murphy, Manchester Council’s executive member for environment, said: ‘It shows an unbelievable level of disregard when people consider the city streets as their own personal car park.


‘They think they are free to park when and where they like without charge, monopolising the few on-street parking spaces available, or worse, causing a potentially dangerous obstruction when parking where they shouldn’t.’
