When it came to planning the conference in more detail, it was clear that there was more than enough material within the whole high street agenda for a one-day conference – we could probably have made it two or three. At around the same time, the Association of Town Centre Managers (ATCM) was giving consideration to holding its own parking summit in light of the Portas findings, and at this point it seemed a natural progression for us to join forces and work in partnership on the Annual Conference.


So here we are, a few weeks away from the event, and the programme that has been compiled by the working group of BPA and ATCM representatives is certainly a packed day full of variety and showcasing many new speakers never seen at BPA events before. One thing that was important to everyone was to try and make the day a very upbeat one, with an emphasis on how we can bring about positive change in town centres with parking making a significant contribution. With the localism agenda, more emphasis is being placed on making decisions at local level that are right for a specific place and the people who reside in it. To make this work, the solution requires a cohesive, long-term approach with strong leadership from national to local level. Close collaboration between the public, private and voluntary sectors is essential to deliver sustainable change. No-one is claiming we can solve all of the ills of the high street in one day, but we hope that by bringing together people who have a significant role to play in assuring a prosperous future in town centres and facilitating discussions between them, this conference has to be a good start. ONLINE SUPPORT FOR CAR PARK OPERATORS


An online resource with advice for struggling town centres and high streets has been launched by the Association of Town Centre Management (ATCM) to coincide with government support for the Portas Town Team pilot programme. The resource ‘100 Ways to Help the High Street’ (www.100ways.org.uk) is an encyclopaedic collection of tools and ideas, which will give inspiration to town teams, town centre managers, local government officers, elected councillors, local retailers, members of the public and town centre car park operators. Martin Blackwell, chief executive of the


ATCM, said: ‘Interest from the government and support from the Department for Business, Innovation and Skills and the European Regional Development Fund has enabled the creation of this resource.’ The schemes and case studies cover topics ranging from enhancing the landscape and consumer marketing


to animation and events, partnership working, attracting investment, and the evening and night-time economy. Transport and accessibility are critical issues. Therefore, ATCM will continue to build its databank of schemes assisting stakeholders to provide better accessibility for the car-borne consumer. The non-profit ATCM includes more than 600 town centre, city centre and business improvement district locations, many of which already work in successful partnerships that demonstrate the commitment of retailers and other business owners, local authorities and local communities. ATCM has been advising UK towns and cities for more than 20 years, giving ‘100 Ways’ a unique insight into on-the-ground experience and real-life examples. The BPA has agreed a new strategy and a new business plan. To ensure we deliver, we have restructured the executive and, while the faces won’t change that much, their responsibilities and job titles will (see above). You will see that key members of staff have new job titles. This new structure – which is now in place – will deliver three objectives:


To draw together the SPS, AOS and other services, which will emerge from the work we are just beginning on frameworks of excellence for our profession under a single head of operational services, reporting to a chief executive officer

Focus our external communications, including our relationship with government and stakeholders on policy development, research and delivery of policy


Bring together membership management and membership drives, with the development of the individual and of higher standards among the membership, through frameworks of excellence. As ever, all staff will always do their best to help you with any enquiry you have. The new structure helps make the purpose and cause of the Association much clearer.
