TOP MARKS FOR TEAM TRAINING
An ethos of ‘professional
training for every team member’ has
underpinned a new shared-service arrangement for the parking enforcement operations of the Borough Council of King’s Lynn & West Norfolk and North Norfolk District Council. Both authorities have moved from RTA 84 off-street enforcement to TMA 2004 civil enforcement, covering both on- and off-street parking, in accordance with the agreed policies developed by Norfolk
County Council. ‘Staff training has helped us to maximise consistency and high service standards following the introduction of enforcement procedures,’ said Martin Chisholm, business development manager for Leisure and Public Space at the Borough Council. ‘This was a daunting prospect for many members of the back- office team, as there was so much to learn in a short space of time,’ adds Chisholm. ‘Having used the
3sixty° management software from Imperial Civil Enforcement Solutions for many years, it was logical for us to take advantage of the company’s new training academy. Now, all of our back-office staff have obtained their City & Guilds Level 3 award for Notice Processing.’ Chisholm, parking manager Charlotte Martin and resort operations manager David Morton, also completed the course, alongside the county council’s project leader Chris Kutesco.
RIGHT TO APPEAL
An independent appeals service is being launched for motorists who incur parking charges on private land to enable cases to be settled fairly. London Councils has agreed with the BPA to set up a Parking On Private Land Appeals scheme (POPLA), to cover England and Wales. London Councils

already runs the Parking and Traffic Appeals Service (PATAS), which hears appeals against penalties issued by local authorities in the capital. The scheme is being launched to coincide with the Protection of Freedoms Act 2012, which will ban clamping and removal of vehicles parked on private land
from 1 October. The legislation includes multi- storey car parks and council housing estates. The only parking enforcement allowed will be entrance and exit barriers and the issue of charges to vehicles that have broken the rules for using the private land. commissioned Alpha Parking to survey 17 school crossing patrol sites to ensure that they meet pedestrian safety needs.
School crossing
patrols were introduced in the 1950s, and assist in the safety and convenience of school children, as well as helping to encourage walking to school. The 17 sites were evaluated based on criteria provided by the School Crossing Patrol Services Guidelines and involved assessing a number of factors that could affect safety, including the width of pavement, lighting and signage for drivers and pedestrians. However, to conclusively measure the safety of the crossings, Alpha Parking used a mathematical formula called PV2. This formula
measures the potential conflict between
pedestrians and vehicles at a site by counting the flows of pedestrians (P) and vehicles (V) over a defined period. This is then
compared with a pre- defined threshold value to determine whether extra safety measures are required, such as a school crossing patrol. From the results of the survey, Alpha Parking determined that the London Borough of Ealing provided sufficient safety measures at all its school crossings. ‘The parking sector’s aim is to manage congestion on our roads, but it can help in other areas,’ said Alpha Parking director, Penny Winder. ‘Our survey expertise allowed us to diversify and provide the London Borough of Ealing with a detailed study of their crossings to help them ensure the safety of their school children.’
