OPPORTUNITY KNOCKS


he BPA is again preparing for this year’s party conferences in Brighton, Manchester and Birmingham. With the coalition government showing signs of mid- term blues and the opposition gaining strength from splits between the two governing parties, these are interesting times.

The focus at our fringe events at the conferences is on how parking policy can help revive the UK’s struggling high streets, an issue that has been given renewed prominence by the Mary Portas Review and the government’s response to it. This is a theme we will take to September’s annual conference, when our colleagues from the Association of Town Centre Management will add signifi cant value to the debate. The party conference season gives organisations like the BPA opportunities to continue to infl uence and inform government policy, and also to work with like-minded stakeholders to build alliances for future work. time government implemented provisions in the Traffi c Management Act to empower local authorities outside London to enforce moving traffi c contraventions, such as banned turns and yellow box junctions, just as London has been doing very successfully for eight years now. We have aligned ourselves with a number of other organisations who think likewise, including the Local Government Association and the Traffi c Advisory Group. If government truly believes in letting local authorities deliver better services locally – in this case by


reducing congestion, improving road safety and helping buses – then it should commit to the commencement of these provisions now. Let’s try to get these powers implemented before the TMA is 10 years old in 2014!
