Seven months after introducing a new benchmark standard for decriminalised enforcement in South Wales, the enforcement team at Merthyr Tydfi l County Borough Council is supporting enforcement activities for one of the area’s largest housing associations, as well as a neighbouring council. Central to the operation is the Parking Gateway enforcement management system and Permit Gateway system from Imperial Civil Enforcement Solutions (ICES), which was introduced by the authority when it took on
enforcement activities. The fi rst authority to take advantage of the opportunity is neighbouring Rhondda Cynon Taff County Borough Council. Preparations included a communications campaign and education roadshow, a review of Traffi c Regulation Orders and the issue of more than 700 warning notices to motorists during the six weeks prior to the new arrangements taking effect. All of the authority’s civil enforcement offi cers will complete NVQ training and shadow experienced CEOs in Merthyr Tydfi l.
COUNCILS COME TOGETHER
Lambeth Council has helped Croydon Council identify more than 130 blue badge fraud offences during a joint crackdown. Lambeth supplied an investigation offi cer to work with offi cers in Croydon.
Lucinda Cheshire, parking services manager at Merthyr Tydfi l County Borough Council, said: ‘Our aim is to create a South Wales Parking Group, a centre of excellence, where each enforcement authority can benefi t from areas of specifi c experience and expertise.’
The pilot scheme, which saw 70 stolen, misused or forged blue badges removed from circulation, has now been extended, with Lambeth and Croydon councils again working together to tackle the problem. Since the joint initiative restarted, another 40 blue badge
fraud offences have been uncovered. Councillor Pete Robbins, cabinet member for neighbourhood services, said: ‘Fraudsters don’t respect council borders. More than 78 per cent of the people prosecuted for blue badge fraud by Lambeth Council in recent years were not Lambeth residents. ‘By sharing our expertise with a neighbouring council, we are stopping fraudsters in their tracks.’
