NSARE wins Network Rail ERTMS contract


NSARE, the National Skills Academy for Railway Engineering, has been given a Network Rail contract


for a feasibility development associated with ERTMS.


Network Rail and NSARE have agreed to use partnership working under BS11000 standards.


NSARE chief executive Gil Howarth told RTM: “This is a watershed, as it’s the first major contract with anybody since we decided to go for BS11000 accreditation,


and Network


Rail fully support that form of contract, which is great: it’s true partnership.


“It removes the master-slave study


into the recruitment, training and

relationship between the client and supplier, so you have aligned objectives from the start. And it provides a framework so that if there are changes in scope, or untoward events happen, you have a proper framework for discussion of the events, rather than people taking contractual stances. It’s aimed at removing conflict from the commercial process.”

elements ERTMS,


Howarth said – it also covers train drivers, railway operations, and so on, across all routes. In March, Network Rail announced framework agreements with Signalling Solutions Ltd, Invensys Rail, Infrasig and Ansaldo STS


for the development of ETCS Level 2 signalling, which will be demonstrated on the testing facility on the Hertford loop.


Following the pilot project on the Cambrian line, Network Rail


is


looking ahead to other ERTMS installations, with the next major ones likely to be the GWML from 2016, followed by the ECML to Doncaster from 2018, then the Midland Main Line to Derby from 2020.


Other European countries are moving at similar speeds: in early June, the outgoing Dutch infrastructure minister announced that ERTMS would


be rolled


out across the whole of the Netherlands, but that it would take up to 10 years.
