EDITORIAL Too early to tell
The European Commission has published, in effect, its action plan to address WTO rulings and recommendations regarding its anti-dumping measures on steel fasteners from China.
it really is too early to tell. Anti-dumping specialists seem to have gone to ground the last week, whether to study the minutiae of Notice 2012 C66/29 or because they are busy pitching their services to prospective clients, I know not. Either way, it looks to me that it is going to take some time before the implications of the reviews and disclosures to which the Commission is now committed are understood. I certainly cannot see anything that suggests short-term changes to the measures in place - despite, no doubt, the barrage of emails emanating from Chinese exporters to the contrary. What I can see is the Commission having to plough through a great deal of work. At the end of which, one thing is crystal clear: any amendments to the measures in place will not be retroactive. We’ll go on pursuing the experts and as things become clearer

uch as I would like to answer the already much posed question, “what does it mean?”
East meets West I am writing this at some unearthly hour in Kaohsiung having
yesterday and today attended the second Taiwan International Fastener Show here. You’ll find a report and pictures of the show later in this magazine. If there was a noticeable absence of senior buyers in Europe this week - and for that matter the US and a good few other countries - no prizes will be offered for guessing where they could be found. It was certainly an interesting show, as much for being able to talk to so many European contacts as to get a first-hand feel for an event, which is unique in showcasing one country’s industry to the rest of the world. My impression is that the organisers will be very satisfied with the show, despite being limited in the number of exhibitors that could participate because of the limited venues currently available in Kaohsiung. Two years hence, and assuming the Taiwan Industrial Fastener Institute remains committed to the event, as its president Joe Chen has certainly indicated, it could be a very different matter. By the end of 2013 Kaohsiung will, its mayor has promised, boast a brand new, radically designed exhibition and conference centre, with capacity for three times the number of exhibitors participating this week. If I didn’t see you in Kaohsiung, or for that matter Köln,
then over the next couple of weeks maybe we will catch up in Düsseldorf or Hannover – the latter, I will concede, another topic on which, I have found myself obliged to resort to “too early to tell”. As always, once we know the answers, you know the pages in which to find them.
