The UK has long been seen as a laggard on major infrastructure
projects, often taking far longer and spending far more than other developed countries. The new National Infrastructure Planning Association (NIPA), chaired by former transport minister Steven Norris, aims to do something about it. Its secretary, Robbie Owen, speaks to RTM.
