The District of Columbia Water and Sewer Authority is soliciting bids for Invitation No. 100250: Filtration and Disinfection Facilities Upgrade, Phase 3-Electrical Improvements.


The following listing enumerates the major items of work included in the contract:


• Construction of a New Electrical Building to house medium voltage electrical equipment.


• Demolition of existing facilities and equipment. • Installation of new low and medium voltage electrical equipment and accessories.


• Modifications to existing Electrical Building 10 and 11. • Installation of new Filter Influent Pumps 11 and 12. • PCS hardware, software.


The project requires completion within 830 consecutive calendar days.


This project is estimated to cost between $10,000,000 and $15,000,000.


Bid Opening Date is January 19, 2011.


This project may be funded in part by the U. S. Environmental Protection Agency (EPA). A Fair Share Objective for Minority and Women’s Business Enterprises participation in this work of 32% and 6%, respectively, has been established. The program requirements are fully defined in USEPA’s Participation by Disadvantaged Enterprises in Procurement under EPA Financial Assistant Agreements – May 27, 2008.”


The Davis-Bacon wage determinations shall apply. DCWater Owner Controlled Insurance Programwill provide insurance.

ANACOSTIA RIVER COMBINED SEWER OVERFLOW (CSO) CONTROL PROJECTS DIVISION Z – POPLAR POINT PUMPING STATION REPLACEMENT


The District of Columbia Water and Sewer Authority (Authority) requests the submittal of Qualifications/Proposals for the perfor- mance of professional engineering and related services under the proposed agreement. The selected firm will provide design and related services for facilities that are part of the Authority’s Long Term Control Plan (LTCP) for control of CSOs to the Anacostia River, as part of the DC Clean Rivers Project.


DC Water will provide a design report to the successful firm which will comprise the bases for that firm to complete a final design and related contract documents for obtaining bids to construct the facilities.


DC Water anticipates that the agreement resulting from this request for proposals will be subject to a Fair Share Objective for Minority and Women Business Enterprises (MBE and WBE) participation. The program requirements are fully defined in the U.S. EPA’s Participation by Disadvantaged Business Enterprises in Procurement Under EPA Financial Assistance Agreements – May 27, 2008. The MBE and WBE Fair Share Objective will, as a minimum, be 28 percent and 4 percent, respectively.
