T e appointment of a new head of Approved Operator Scheme (AOS) will be announced in the next few weeks via the weekly BPA ezine. T e external auditing
process, being carried out by NSI, commenced this month with the audit having been trialled on a live basis to ensure that the system is fair and reasonable and that the process works smoothly for the operator, the auditor and the BPA. T e Independent
Appeals Service, starting next month, will involve three AOS members who have now been selected. T e trial period is three months and will be overseen by

(PATAS). September also sees the
launch of the Scheme of Sanctions. A letter from the chair of the Board, giving
the full details of the scheme including its benefi ts and purposes, will be sent to all AOS members this month. A communications plan is also in place to publicise the scheme to the media. T e Approved Operator
Scheme Member Handbook has now been edited for plain English. T e document will be hosted on the BPA website as a companion guide to the AOS Code of Practice. Like
the Code, it will be a ‘living’ document that can be updated and revised when necessary.

The BPA has sent its responses to the DfT and TfL respectively about the following consultations:
Blue Badge reform programme from
the DfT; and
Low Emission Zone (LEZ) consultation to defer inclusion of larger vans and minibuses to 2012 from TfL.
