Conference throws up challenges
As the country begins its difficult journey towards economic recovery, leaders of the parking industry are facing difficult decisions. Te challenges ahead are summed up by the Local Government Association in the following statement: ‘Te new government needs to do
three key things: ● Reduce public
spending; ● Tackle entrenched social, economic and environmental problems;
and ● Rebuild trust in democratic accountability. ‘Public services will
have to become more transparent, more effective, and cheaper. Tis will not happen without a significant change in the way
funding is allocated and decisions are made. ‘Tere are proposals
for a significant shift in accountability – to make local public services genuinely local, both in the way funding is allocated, and how decisions about services are made.’ After a long period of high investment in public services, managers are being asked to think differently and develop new skills. Tey will be judged on how well they are able to manage on reduced budgets, which will need some tough decisions. Tis is going to require a more innovative and ‘thinking outside the box’ approach. In line with current
government thinking, this year’s BPA Annual Conference seeks to

The Ernest Davies Award for Journalism in Parking is back and all entries should be sent to: The Editor, Parking News,

britishparking.co.uk. The entry should be an original, unpublished piece of writing about an aspect of the parking industry. Between 800 and 1,200 words, the article can be a technical piece, an

innovative piece, an article about achievement or a humorous article. Journalism skills are not as important as the article content, and the editor reserves the right to edit the winning entry for publication purposes. The prize will be presented at the annual Members’ Dinner and the winning piece will be published in Parking News. Closing date for entries is 29 October 2010.

Under the spotlight… hospital parking is on the agenda at the Conference
examine how effective and efficient parking services may be delivered through collaboration and strategic local partnerships. Masterclass sessions will give practical tips on how to deliver more with less and give a better understanding of parking management across all sectors. In tough times it is crucial to share resources and exchange ideas. Te BPA is delighted
to welcome Councillor Daniel Moylan, deputy chairman of Transport for London and deputy leader and cabinet member for planning policy at the Royal Borough of Kensington and Chelsea, who will present the opening keynote session. He will look at parking as part of the wider transport strategy, and the impact that can have on congestion, road safety and sustainable forms of transport, as well as how it can stimulate economic activity – particularly in town centres. Expert speakers will
explain how the key to sustaining services
is efficiency. Among topics discussed will be: collaborative procurement and sharing services; transforming operations in the back office and on the front line; and how to reduce running costs while improving services. Richard Moore,
transportation manager at Canterbury City Council, will share his thoughts on local transport plans and the crucial part parking plays. Canterbury City Council has undertaken a series of public consultations over three years – resulting in the Canterbury District transport action plan. Richard Bourn, from
the Campaign for Better Transport, will present an alternative point of view, looking at how parking can influence overall transport choice. Delegates will then split
into four streams for the masterclasses, enabling them to focus in on different areas of interest. Delegates can choose

Services, Parking and the Green Agenda, University Parking and Hospital Parking. Te Masterclasses will allow delegates to explore areas that may be new to them. Sessions will be interactive, enabling delegates to ask the questions they want answered, based on case studies and experience. Te afternoon will be
brought to a close by EPA president Nick Lester, followed by a summing- up from BPA chief executive Patrick Troy. To round off the day,
delegates are invited to raise a glass at the BPA’s 40th anniversary reception. Members are offered
