Solid waste
Russia has accumulated over 90 billion metric tons of solid wastes and only a minor part is currently recycled. The territory of landfi lls in Russia increased seven times, from 14,700 ha to 107,000 ha, between 1995 and 2005. However, the large number of ‘unoccupied’ territories in Russia prevent the situation from being critical. In January 2010 the Russian Government announced
that it plans to recycle 20 per cent of solid wastes by 2016. A federal programme is needed to change the situation, as regional authorities can’t cope with such an expensive and complex problem. Large projects in waste processing are implemented in Moscow and St Petersburg. The city of St Petersburg launched a PPP tender to build a large waste processing plant with the capacity of minimum of 350,000 tonnes per year. In November 2009 the new procedure of implementation
of projects, in accordance with Article 6 of the Kyoto protocol, was approved by the Ministry of Economic Development. The new document changed the list of state bodies involved in the project approval procedure, modifi ed the eligibility criteria for JI projects and introduced some other major changes to Russian legislation in the sphere of Kyoto Protocol mechanisms. Waste products are listed among other six groups of projects for joint implementation, together with energy, agriculture, forestry, industrial processes and use of solvents and other products. In
addition to the growth of energy tariffs in Russia, it provides additional incentives for the implementation of waste to energy projects.
