abatement system (bag fi ltration) to ensure that the proposed technology was the best approach for the factory, and for the company as a whole, to pursue both technically and commercially. In addition, PPE had to undergo rigorous scrutiny by FNB quality assurance procedures to qualify as an approved supplier. Design and management procedures
had to include a comprehensive risk assessment of the technology, related health and safety considerations, as well as an assessment of competent sub contract manufacturers. The length of the contract from initial enquiry to fi nal commissioning was 12 months. PPE is a medium-sized enterprise
that manufactures and project manages projects in the process industries. These include sewage processing, chemicals manufacture, machinery manufacture, food production, printing, and so on. Specialists in plastics fabrication, especially polypropylene and PVC, PPE produce duct work, fans, storage tanks, chemical baths, scrubbing and fi ltration equipment as standalone
items or as part of a complete system installation. Several smaller emission control
contracts were completed in the interim for the same client at different sites. Their successful completion led to subsequently larger contracts being awarded, with the East London project being the latest contract to come from FNB. South Africa is continually striving to
improve air quality through the use of regulatory instruments. The original statute was the ‘Atmospheric Pollution Prevention Act of 1965’, which was eventually superseded by the ‘Air Quality Act of 2004’. This later piece of legislation was more powerful than its predecessor with the key ability to take punitive action against offenders in industry. However, there is still a strong tendency for many companies to base their environmental standards upon existing US/European schemes, such as the UK’s Integrated Pollution Prevention and Control (IPPC) framework, since many are now part of larger globally based corporations. This works well providing that the standards meet or exceed the local regulations. The relationship between APS and
PPE continues to grow and expand as the South African legislative system extends its infl uence across industry to improve health and safety, working conditions, waste management, and air quality. PPE will continue to take advantage of its well-established place in the market thereby leading to further collaboration between the two companies.
