Two infrastructure specialists were on secondment in both cities during the second half of 2009, to draw out specifi c opportunities for UK business.

Regional opportunities

China’s different regions have their own market characteristics. A summary of the main focus of environmental protection in different areas follows below. In North China, we have identifi ed Shandong

province as a target market. Ranking number two in GDP in the country, Shandong’s industrial sectors are mainly infrastructure, energy, manufacturing and agriculture. Serious environmental damage has resulted in the province’s rapid industrial development, including serious water supply shortages and water pollution. In the next fi ve years (2009- 2013), Shandong province will invest RMB 36 billion in environmental protection, accounting for three per cent of total GDP. Shandong is expected to become the largest environmental market in China. The local governmental agencies also

welcome UK capabilities in water supply management to protect water leakage and on storm water collection. Shandong plans to develop large scale manufacturing of desalination systems and membrane products. Approval has been given to develop the Yellow River Delta Ecological Project, which will bring opportunities for the UK’s planning, design and engineering services. In the Northeast, the business opportunities

are in environmental protection, wastewater treatment and low carbon development. Harbin municipal government welcomes UK businesses to work with it on city regeneration. Daqing city faces the issues of post petroleum industry regeneration and needs engineering design and consultancy. The river basin treatment is also the priority in this region. Wuhan, in China’s central region, was the fi rst

pilot city under the UKTI/MOFCOM sustainable cities initiative. Opportunities exist in a wide of sub-sectors such as green building, solid waste treatment, wastewater treatment, river and lake treatment and management, land remediation, CDM/carbon abatement, energy saving and green transportation.

In Eastern China, Shanghai is making great

efforts to put on an environmentally friendly and low-carbon World Expo in 2010. In order to offset carbon emissions resulting from the event and reduce the impact on the environment, the Shanghai government is adopting strict measures and policies aimed both at the general public and industrial manufacturers, to save energy and reduce emissions. the Economic and Trade Commission of Jiangsu Province signed an MOU on co-operation in the fi elds of renewable energy, energy saving and effi ciency and emissions reduction on 28 November 2007. The bilateral MOU is designed to help UKTI Shanghai to identify more business opportunities in Jiangsu province. Zhejiang and Anhui provinces are also target markets for UK capabilities in low carbon development. In Southwest China, there are opportunities

for environmental consultancy and equipment supply. UK Carbon Trading SMEs have already established in Chongqing and Guizhou province, and signed some large contracts. Chongqing City has commenced construction of a waste- to-energy site (incineration) which is designed
