The North West TEAM BARROW


Barrow is entering one of the most exciting and transformative periods in its history. The formation of Team Barrow in 2023 - a unique partnership between central government, Westmorland and Furness Council, and BAE Systems - has unlocked a decade of coordinated place-based regeneration, backed by more than £200m of government investment.


This exciting collaboration reflects Barrow’s national strategic significance as the heart of the UK’s submarine-building capability.


But the ambition goes far beyond supporting defence. Team Barrow is setting the foundations for a thriving, modern town, offering major oppor- tunities for investors, developers, and businesses looking to be part of a long-term growth story.


Team Barrow’s programme is built around two core outcomes: • •


Enable and sustain the Defence Nuclear Enterprise in Barrow efficiently and securely


Diversify and strengthen Barrow’s economy and increase productivity


This once-in-a-generation opportunity seeks not only to reshape the fabric of the town but also support substantial population growth, driven by the demand for nearly 6,500 new jobs and a requirement for almost 7,500 new homes over the coming years. This is a decade-long mission and Team Barrow is already delivering tangible results across key sectors.


A combined £10m investment across two funding programmes is strength- ening local opportunity from the ground up:

The £5m Brilliant Futures Fund is enabling schools to improve attainment and broaden opportunities for young people, working directly with local educators


The £5m Social Impact Fund is designed to improve the resilience and sustainability of Barrow’s VCFSE sector, enabling organisations to deliver essential services and drive long-term, transformative change


In addition, infrastructure upgrades are reinforcing Barrow’s role as a place where businesses and communities can thrive:

The opening of the new Grizebeck road bridge, sup- ported by £10.5m from Team Barrow, has improved safety, resilience and reliability for residents and workers on a key travel route.


A £7m upgrade to the Alfred Barrow Health Centre - part of the NHS Neighbourhood Rebuild programme - will strengthen local healthcare capacity and create a health- ier, more resilient community.


Visible, early-stage improvements are helping restore pride in the heart of Barrow town centre. Measures such as a deep clean and new CCTV instal- lations are improving the sense of safety and welcome. These actions mark the beginning of a broader, ambitious plan to create a vibrant, attractive town centre where people want to live, work and spend time.


The most significant residential development opportunity lies at Marina Village, where the appointment of Muse Places as strategic development partner opens the door to a major transformation. Plans include:

Located close to employment, education and amenities, Marina Village will become a flagship modern neighbourhood.

WORK EXPERIENCE AT KINGMOOR PARK, CARLISLE


As part of our ongoing commitment to supporting local young people, we recently welcomed a work experience student to Kingmoor Park.


Here is their reflection on the experience and what they learned.


During my work experience at Kingmoor Park, I learned about the geogra- phy of the site and how it is run. Before I started, I assumed that Kingmoor Park was just an industrial estate, but it is much more than that. I was sur- prised to discover the wide variety of activities and businesses based here.


I learned that the site was originally a military base. During the Second World War it was used mainly to produce army uniforms. After the war, it continued to be used by the MOD until the late 1990s.


Kingmoor Park was acquired by Brian Scowcroft in 1999, and redevelop- ment began in the early 2000s. Today, it has been successfully transformed into one of Cumbria’s key business parks, supporting a wide range of growing businesses.


During the week, I had the opportunity to experience several different aspects of the site. I helped with the filming of the ‘3 in the Middle’ football podcast, it was interesting to hear professional footballers share their sto- ries. I also visited the state-of-the-art DPD distribution centre, where new

I learned that Kingmoor Park is home to many different businesses, includ- ing Clark Door, Story Homes, Onunda, Black Magic, and Lakeland Bake.


I was particularly interested in the MOD Village, which supports new and small businesses. The units are built from repurposed shipping containers, which helps reduce the park’s carbon footprint by reusing materials rather than building from scratch.


Overall, I found the experience very enjoyable. I had the chance to try a variety of activities, including flying a drone, exploring the site, and meeting people working in different roles.


It gave me a better understanding of what happens at Kingmoor Park and the range of opportunities available. In the future, I would like to revisit the site, as it has a welcoming community and a wide variety of businesses all in one place.


My favourite parts of the experience were visiting the Mercedes garage and creating the advertisement for Carlisle United.
