Reimagining our Town Centres
Through a long-term regeneration programme being delivered by St Helens Borough Council and ECF (a partnership between Homes England, L&G and Muse), once-in-a-lifetime transformation programmes are being delivered in St Helens and Earlestown town centres.
St Helens Town Centre: A new gateway for the Borough
Works being delivered by VINCI Building are well underway on the new St Helens Transport Interchange that will transform travel and create a safe, accessible and welcoming high quality gateway to the town centre.
Once complete it will feature enclosed concourses with real-time travel information for both buses and trains, step-free access throughout and accessible toilets including a Changing Places facility.
The surrounding area will be further enhanced with a new civic square linked directly to the wider phase one town centre regeneration pro- gramme that is also well underway.
The phase one development includes a new Market Hall, a 120-bedroom Hampton by Hilton hotel, 56 apartments, eight townhouses and 4,266 sq ft of modern retail space, all set within extensive new high quality public realm.
28 Restoring the Gamble Building
Works are underway on another key element of St Helens town centre’s renewal - the restoration of the historic and much-loved Gamble Building. Liverpool City Region based Krol Corlett are undertaking enabling works ahead of full works starting on site. The project includes a new exten- sion, providing full accessibility to the building and linking directly to the wider regeneration programme, will house a purpose-built modern Archive facility. The repurposed building will house an engaging and inclu- sive Youth Hub and a new café and communal spaces within a state-of-the- art St Helens Library that will form the ‘living room’ of St Helens. Plans also include a Business Connect Service and flexible office spaces.
Earlestown Town Centre: Heritage-led regeneration
The Earlestown Town Centre Regeneration programme, backed by £20 million from the Government’s Levelling Up Fund and £8 million in match funding from St Helens Borough Council, is seeing the restoration of the town’s Grade II listed town hall. Upon completion the building will offer a mixed-use performance and events space in the fully restored main hall, flexible co-working facilities and meeting rooms, and a new courtyard gar- den with café as well as public toilets and a Changing Places facility.

The St Helens Transport Interchange project is supported by £32 million in funding from the Liverpool City Region Combined Authority via the City Region Sustainable Transport Settlement (CRSTS), alongside £3.25 million from the UK Government’s Towns Fund and additional financial contribu- tions from St Helens Borough Council. The town centre transformation is backed by a £69.2 million funding package from St Helens Borough Council, with further support from the UK Government and ECF, including two Town Deal grants totalling £10.49 million and £812,000 from the One Public Estate Brownfield Land Release Fund.
