Driven by the Newton-le-Willows Neighbourhood Board, which includes residents, business and community leaders, three early delivery have been approved to take forward in Year 1. The Board has also endorsed a £1.2mil- lion investment in a heritage focused Building Improvement Scheme for Earlestown town centre.
Creating New Opportunities
Outside of our town centres, major developments offering long term, high value employment opportunities for residents are beginning to take shape.
Work has begun on the first development phase of the transformational Parkside West economic development initiative in Newton-le-Willows, sit- uated within the wider Liverpool City Region’ largest Freeport Tax Site at Parkside. Contractor J F Hunt is delivering a £15m package of enabling works for the project’s 800,000 square foot Parkside West first phase development. Employment forecasts for phase one of Parkside West antic- ipate the creation of as many as 1,300 gross operational jobs.
The Borough’s proud history in glass manufacturing is moving into the modern age with SINA Medical Glass developing a state-of-the-art medical glass manufacturing facility located at the Life Science Innovation Zone in St Helens, expected to deliver around 180 skilled jobs over the next few years. The new facility sits beside Glass Futures – the £54m Global Centre of Excellence.
Work is also underway on enhancing and upgrading the traditional Market Square into a stunning multi-use public square to support and grow the town’s historic market long into the future. The market will be equipped with a new permanent canopy inspired by the landmark Sankey Viaduct, providing high-quality, sheltered trading space and the flexibility to host markets and other public events all year round.
Major improvements to Earlestown Rail Station are now progressing to the design stage, consisting of the repair and restoration of the Grade II listed passenger station building, landscaping works and general station improvements.
Newton-le-Willows Pride in Place
In addition, £20 million of Government funding will be invested in Newton- le-Willows over the next ten years, through the Pride in Place programme.

Full planning permission has been secured for a state-of-the-art ‘Project Halo’ Life Sciences employment development at the St Helens Manufacturing and Innovation Campus. The landmark life sciences and advanced manufacturing development will deliver 85,000 sq. ft of high spec workspace across four cutting edge ‘Tech Box’ units. Designed to attract R&D-led occupiers, modern manufacturers, and science-based businesses, the scheme is set to become one of the North West’s most strategically significant growth locations.
