advanced modular systems, biofuels, hydrogen and carbon capture, e-commerce, pharmaceuticals and storage, as well as support additional R&D capability and green incubator space to drive SME and start-up business growth.
Our focused investments and joint ambition will minimise the risk of a net zero shift for workers in the petrochemicals sector, provide a hot bed for innovation and create well paid, high quality jobs in some of the most deprived areas of Scotland, addressing the need for wealth retention and place creation in areas closest to industrial activity.
Experience gained in delivering a successful freeport, large areas of underdeveloped industrial land and credible investors will allow delivery at pace. Forth Green Freeport is projected to benefit industrial clusters and communities well beyond its boundary. Improving social and transport infrastructure for local communities by re-investing the benefits of the green freeport into a place-based dedicated fund.

The Falkirk area is strategically located in the heart of Scotland’s transport network and is situated on the Firth of Forth. Grangemouth Port is an important gateway with over 30% of Scotland’s trade goods transported through the port supporting major logistics as well as large-scale fleet and warehousing operators, while Grangemouth’s manufacturing and industrial clusters provide significant opportunities, and at a time of great uncertainty, there are unique opportunities for future inclusive growth by investing in innovation, industrial infrastructure, workforce development and our communities.
Forth Green Freeport is an opportunity to be grasped.
It has the potential to create thousands of high quality, green jobs in areas of local deprivation. Forth Green Freeport will act as a catalyst for new green technologies, alternative fuels and renewable energy manufacturing – accelerating the nation’s just transition to net zero. Alongside major upgrades to infrastructure and technology backed skills development programmes for young people and harder to reach communities.
Forth Green Freeport will stimulate the country’s re-industrialisation and accelerate Scotland’s industrial cluster’s vital path to a cleaner future. We aim to create the skills for tomorrow, using our knowledge of today.

Falkirk Council is working to deliver the largest flood defence project in Scotland and one of the biggest in the United Kingdom. The Grangemouth Flood Protection Scheme was identified as the highest national priority given the potentially significant impacts for the community if an extreme flood event were to occur. Whilst other parts of Scotland have been affected by flooding over the last five years, the Grangemouth area has fortunately avoided significant flooding. However, the town and surrounding communities are at risk of fluvial and coastal flooding impacts.
The scheme involves constructing 28km of flood defences ranging from walls and embankments to flood gates and flow control structures, and when constructed will protect 6,025 people, 2,760 homes, 1,200 non-residential properties including the port and petrochemical complex along with road and rail infrastructure.
Falkirk Council published the scheme in May 2024, with the posting of almost 10,000 statutory notices to affected parties. Following the receipt of a small number of objections the council is considering the objections and aiming to make a preliminary decision on the scheme in early 2025. Thereafter the Scheme will be referred to the Scottish Ministers if any objections remain. The ministers will then determine whether to call a public local inquiry or instruct the council to hold a local hearing.
Falkirk Council is committed to providing flood protection for the town and surrounding areas.

Drawing on the nation’s rich industrial heritage and skills base, we will use the skills of today to create the knowledge of tomorrow.
Without an accelerated green pathway for the nation’s industrial cluster, skills and people will drain from the system.
