I recently had the privilege of


being asked to speak at the Office for Product Safety & Standards’ (OPSS) 4th International Regulatory Conference in London. Held in London every two years, the three-day conference attracted over 300 delegates engaged in regulatory reform from over 60 countries. Te conference is a showcase


of how regulation is delivered throughout the world in order to share best-practice and innovative ideas. Te topic for my talk was centred around the collaborative achievements of our co-ordinated Primary Authority partnership between Horsham District Council and National Craſt Butchers. Te Primary Authority


scheme is unique to the UK. No other country has anything quite like it. Some of the international delegates were amazed that a regulator and industry can work together to ensure that the business continues to trade legally with reliable regulatory support to help the business succeed and prosper. It highlighted our partnership


as being an example of good regulatory delivery through the transparent, trustworthy and honest relationship we have established. Some of the delegates were sceptical that such a partnership could work for them, while others had concerns that such schemes could be


connected to the international meat industry from countries such as Serbia and Brazil has convinced me that, although not perfect, we have a good regulatory system in the U.K. Primary Authority has revolutionised how regulation is delivered and without doubt, it will continue to do so. Te Food Standards Agency are seriously looking at introducing a National Inspection Strategy (NIS) based on the Primary Authority principle. A NIS will be applied


to businesses who receive regular inspections and can demonstrate sustained levels of legal compliance across their establishments, with their own checks and balances in place. Using information the Primary Authority has acquired about the business, it will determine whether that business should be inspected or not. It is likely that the Strategy will initially focus on the major national chains with multiple outlets and the Primary Authority will determine that only a small select number of outlets receive an inspection. Te FSA have stated that


co-ordinated partnerships such as ours will not be excluded from the NIS programme. Members of trade associations in Primary Authority demonstrating sustained levels of legal compliance could be included at a future date. NIS is a radical concept. It


will require a real cultural shiſt from local authority regulators. Because Primary Authority is enshrined in law, the regulators will have to play ball. Lucky eh? n
