Important revisions to a popular qualifi cation within the waste sector
THE WAMITAB Level 4 Certifi cate in Waste and Resource Management forms part of the CIWM/WAMITAB Operator Competence Scheme. It is delivered using the classroom-based ‘taught and tested’ route, making it an ideal qualifi cation for those who want to formalise their knowledge and skills in the waste industry - without having to complete an on-site observation. Learners can also choose from a range of optional units tailored to the specifi c activity on their site. This qualifi cation has been available for a number of years, and over the summer has undergone a signifi cant review of the technical content of all units to ensure there is a clear link between the operator’s competence qualifi cations and the Vocationally Recognised Qualifi cations (VRQ). Another key element of the review has been the addition of two new units covering metal recycling and end-of-life vehicles, which the Environment Agency (EA) have agreed to include on the Risk Tier Table.
Other key elements of the review include:
• Addressing the assessment language to increase clarity of assessment criteria and learning outcomes. Some have been changed to reduce assessment burden on learner
• Inclusion of indicative content to every unit to provide an additional explanation, number of points required, hints/tips for the learner on how to answer assessment criteria
• Revision of the unit titles to reduce complexity and ensure they refl ect unit content while the qualifi cation title remains the same. The unit codes reference the VRQ to make it easier for learners to identify taught and tested routes
Who is it for?
This qualifi cation has proved popular with a variety of individuals seeking to achieve Technically Competent Manager status without day-to-day access to a working waste site. This could be consultants or individuals planning a new business venture. It also appeals to those working in other roles in the waste and recycling industry, who are seeking to improve operational knowledge and gain a formal qualification. It would also be suitable for new entrants to the industry wanting to progress onto a degree, graduates preparing to work in the industry, or on-site operatives, team leaders, supervisors, managers, and other experienced workers seeking to gain a formal qualifi cation.
What does this qualifi cation cover?
To achieve the qualifi cation, learners must complete all mandatory units designed to ensure individuals understand the following: • Health and safety/environmental protection in the waste and resource management industry
• Principles of sustainable waste and resource management
• Legislation for the operation of a waste management facility
• Stakeholder communication and other non-legislative factors aff ecting the waste and resource management industry
Learners must then select optional units designed to tailor the qualification to their job role or chosen career. These units cover the medium risk topics in relation to ‘Principles and practices of managing,’ including: • A physical treatment processing facility, a biological treatment processing facility, a thermal treatment processing
facility, land remediation activities, an inert landfi ll, a mechanical biological treatment facility, an end of life vehicle facility and a metals recycling facility. Learners must complete all units in the Mandatory Unit group and one unit from the Optional Unit group to achieve a minimum of 22 credits.
What are the entry requirements of this qualifi cation?
This qualifi cation is open entry, which means learners interested in undertaking the WAMITAB Level 4 Certifi cate in Waste and Resource Management do not require any other qualifi cations or levels of attainment.
What job role could this qualifi cation lead to or support?
This qualifi cation is ideal for new entrants, graduates or experienced workers developing their career within the waste and resource management industry through further learning. It is a flexible qualification tailored to meet the requirements of specific job roles (such as site manager, supervisor or team leader) in the sector or a particular organisation. This qualification will support the sector to overcome signifi cant skills gaps – some 65% of all new business start-ups in the energy production and utilities sector in 2009 were created in the waste management industry.
