ARGENTINA Gobierno de Mendoza alista licitación para apuestas online
El martes 18, el Gobierno Provincial de Mendoza publicó el decreto 1842, donde se instruye al Instituto Provincial de Juegos y Casinos (IPJyC), que preside la Dra. Ida López, ejecución de un proceso licitatorio relacionado con el rubro del juego online. Según un reporte del diario Los Andes, el Gobierno Provincial aún trabaja en la reglamentación del juego online, aunque la ley fue aprobada en octubre 2020 Desde el Poder Ejecutivo provincial han observado que el
decreto publicado es solo “una parte de la reglamentación”, la cual se sigue reglamentando, y vera fruto cuando se llame a licitación, “en los próximos días”. Específicamente, la legislación aprueba la oferta de “todos los juegos de azar, sorteos, rifas, apuestas, combinaciones aleatorias y en general todas aquellas actividades en las que estén en juego cantidades de dinero u objetos, económicamente evaluables sobre los resultados”. Según los alcances de la ley, se ha
dispuesto que el IPJyC podrá otorgar, “como mínimo 2 y como máximo 7 licencias a través del procedimiento de licitación pública, a la luz de los principios de publicidad, concurrencia, igualdad, transparencia y objetividad”. La ley también establece que las empresas deben tributar ante el gobierno provincial, y no pueden ofrecer crédito. Entre otras normas, se regula la proteccion de los menores de edad y personas vulnerables, y los portales digitales autorizados deberán proporcionar información sobre Juego Responsable, advirtiendo “a los jugadores sobre los riesgos relacionados con el juego en línea, promoviendo una conducta lúdica responsable”.
CHILE Consejo Resolutivo ratifica propuestas de dos casinos
La Superintendencia de Casinos de Juego (SCJ), informa que en la sesión realizada el 6 de octubre pasado, el Consejo Resolutivo, ratificó por unanimidad, las propuestas de evaluación técnica, presentadas por esta Superintendencia, determinándose el puntaje de los proyectos postulantes a un permiso de operación para casinos de juego en las comunas de San Antonio y Rinconada. Concluida dicha evaluación técnica, con fecha 13 de octubre de
2022, la SCJ emitió la Resolución Exenta N°819, informando los puntajes de cada una de las sociedades postulantes que superaron

ARGENTINA Mendoza Province prepares online betting tender
On Tuesday, 18 October the Provincial Government of Mendoza published decree 1842, instructing the local gambling regulator, Instituto Provincial de Juegos y Casinos (IPJyC), to execute an online gaming bidding process. According to a report by the newspaper Los Andes, the Provincial Government is still working on the regulation of online gambling, although the law was approved in October 2020. Comments from the provincial government have indicated that the decree published is “a part of the regulation,” which is a work in progress and will bear fruit when a tender process is set in motion “in the coming days.”
Strictly speaking, current Mendoza Province legislation approves operation of “all games of chance, lotteries, raffles, bets, random combinations and in general all those activities in which amounts of money or objects are at stake, and imply an economic evaluation based on the results.” According to the scope of the law,
there is a provision that IPJyC may grant “at least 2 and at most 7
licenses through a public bidding procedure on the basis of publicity, competition, equality, transparency and objectivity.” The law also states that companies must pay taxes to the provincial government and cannot offer credit play or betting. Among other rules, the law sets out protection of minors and
vulnerable persons; authorized digital portals must provide information on Responsible Gaming, warning players “about the risks related to online gambling and promoting a responsible recreational behaviour.”
CHILE Regulating Council confirms proposals of two casinos
Chile’s regulator, Superintendencia de Casinos de Juego (SCJ), has reported that the Resolution Council has unanimously ratified the technical evaluation proposals, presented by SCJ, and setting out approval scores of casino projects applying for operating permits in the communes of San Antonio and Rinconada.
