la República Oriental de Uruguay, emitió el decreto de catorce artículos con base en la facultad del Poder Ejecutivo a través del artículo 19 de ley 17.453 de 28 de febrero de 2002, que prohíbe, “toda prestación de servicios de juegos de azar o apuestas online a través de internet, plataformas tecnológicas, aplicaciones informáticas o similares que no cuenten con la autorización otorgada en forma previa… “. La nota publicada por el diario uruguayo El País, lleva el tema del bloqueo se sitios online con oferta de juegos de azar, desde un posible asalto a la libertad de expresión hasta malas señales para la innovación tecnológica. En el caso del juego online, los operadores que respetan la
ley lo hacen dentro de esta en las jurisdicciones que la tienen, y únicamente ofrecen servicios en países como del juego online en Uruguay, quienes lo hacen de forma furtiva y sin responsabilidad legal o social. El País reporta que el director de Loterías y Quinielas, Luis Gama, que el bloqueo de los sitios ilegales de apuestas “busca limpiar la oferta”, del juego online, dando a entender que esta medida podría llevar al Estado a “licitar alguna licencia de juego más”, pues Supermatch es el único autorizado por el Estado para la oferta del juego online. Uruguay no tiene un modelo perfecto de oferta del juego online, y así como su oferta del juego presencial tiene una fuerte injerencia estatal, es probable que el juego online siga este modelo en el futuro. Por el momento, sin embargo, la decisión del bloqueo a sitios piratas de oferta de juego online en Uruguay es la forma más acertada de proteger el patrimonio nacional y social del país.

gaming websites, illegal under present Uruguayan laws. Last December the authorities issued a decree, based on a 2002 law that prohibits all online gambling services that have not received authorisation. Local newspapers have questioned whether such a decree, to block online gaming sites, is a possible assault against the liberty of expression. Responsible operators respect the

licensing. At present only Supermatch is authorised to offer online gaming in Uruguay. The country, like most, does not have the perfect model for gambling regulation. In land-based gaming the state has a strong presence and it is likely that future online gaming regulation will follow similar lines. For the moment the decision to block the ‘pirates’ is the best way to protect profits for Uruguay’s social and national programmes.
