l nuevo Secretario de Gobernación, Alfonso Navarrete Prida, ha realizado los cambios siguiendo su encumbramiento como mandamás de la Segob y entre


otros cargos ha designado a Eduardo Cayetano Cacho Silva como Director General de Juegos y Sorteos. En un comunicado, la Segob informó que Cayetano Cacho


será el encargado del Llevar las riendas del ente regulador del juego en México, para garantizar la observación de la política y normatividad establecida en materia de expedición de juegos con apuestas y sorteos, en los términos de la Ley Federal de Juegos y Sorteos. Así como la normatividad aplicable, para asegurar la


imparcialidad y transparencia en el proceso de otorgamiento de los mismos, y la supervisión cotidiana para que quienes cuentan con autorización para funcionar con los permisos correspondientes, lo hagan en cumplimiento de la ley. Los cambios del gobierno del presidente Peña Nieto se dan a menos de seis meses de las elecciones federales, donde el partido gobernante PRI se encuentra tercero en las encuestas presidenciales, y se anticipa que poco o nada cambiará con las nuevas designaciones en la Segob, especialmente con relación al juego ilegal online que prolifera en el país.

l decreto presidencial 95/2018 del 01/02/2018, aprobado en Acuerdo General de Ministros, a inicios de febrero ha dispuesto modificaciones en los ministerios del Interior,


Obras Públicas y Vivienda y Desarrollo Social, además del Servicio Nacional de Rehabilitación, la Carta Orgánica del Banco de la Nación Argentina, y la liquidación de la Lotería Nacional Sociedad del Estado. La norma en su artículo 17, declara el fin de la Lotería Nacional, que ejerce funciones de dirección, regulación, administración, explotación, control y fiscalización de los juegos de azar en la Argentina, indicando que, “en materia de juegos de azar, Lotería Nacional mantiene únicamente bajo su jurisdicción el billete preimpreso denominado LA GRANDE DE LA NACIONAL”. La Lotería Nacional no posee carácter federal, debido a que carece de un ámbito territorial y jurisdiccional, perdiendo de esta forma, “todo sentido su continuidad bajo la forma societaria”, y el decreto se firma porque :las actividades residuales que hoy se encuentran a cargo de Lotería Nacional no permiten generar los fondos necesarios para solventar las erogaciones que demanda su estructura y funcionamiento”. El decreto presidencial concluye que “no existen razones jurídicas ni resulta oportuno mantener en vigencia los juegos que actualmente explota”. La Lotería Nacional fue fundada en 1893 por el Congreso Nacional, que autorizó la realización periódica de una lotería de beneficencia para mejorar las condiciones de vida de la población.
