This famous line from Shakespeare’s Hamlet has of course been mis-quoted over the centuries; in fact the proper line is “The lady doth protest too much.”
But this lady isn’t doing the protesting – it’s everybody else! From the front page throughout this edition, there are ructions going on about the Institute of Licensing “Guidance on determining the suitability of applicants and licensees in the hackney and private hire trades”.
You’ve got Leeds up in arms again, even though they’ve gained a deferral to the most controversial proposal about six DVLA points and offsky. You’ve got Unite kicking off on the south coast about the whole approach of the document. You’ve got Taxi Law Explained, looking at the legal ins and outs of the guidance in terms of local variations. You’ve got Thanet, whose recent licensing policy revisions show signs of influence from the IoL guidance.

In short, this document is spreading across the country rather fiercely at the moment. Why? Because we have no chance of gaining any new primary legislation for this industry – at least not during “this current term of Parliament”… whatever that means – and councils are jumping upon the IoL guidance as a fait accompli where, in a lot of cases, they just cut-and-paste the contents into their own council’s policy and Bob’s your uncle: instant policy.
Anyway, the bizarre aspect of all the protests and related articles inside this edition is that none of the protesters knew that the rest of them were up in arms at the same time! Hon- estly… this illustrates the depth of feeling out there.
It must be stressed again – as the IoL has said themselves – that their guidance is not legislation; it is not a government- sanctioned set of proposals. On the basis that a helluva lot of IoL-bashing is going on, we invited the Institute to respond to some of these protestations, with a view to producing a balanced report within these pages.
And as we have said previously, the opinions presented within the various articles herein are the views of those who wrote them – and the groups/organisations they represent. They do not represent the views of PHTM or the NPHTA; we’re merely reporting “Just the facts, Ma’am”. – as we try to do every time.
