LEEDS TRADE GAINS DEFERRAL OF COUNCIL’S SIX-POINT POLICY


Tempers continued to flare up, and emo- tions ran high, as a further meeting was held at Leeds City Council on 28 Jan- uary involving local councillors, union rep- resentatives, propri- etors and over 150 licence holders – with many more trade members demon- strating outside. Following a heated four-hour discussion session, it was ag- reed that the con- tentious “six-point policy” – whereby any Leeds licence holder accruing more than six DVLA points would be revoked and blocked from re- applying for a badge for three years – has been deferred to allow further consul- tation on the issue. It


was to have been brought into regula- tion on 2 February. However, it is felt by the trade that des- pite this concession having been made, the council is still not practicing transpar- ency, in that it is not clear exactly which components of the policy are ‘on hold’. A report in last month’s PHTM re- vealed the depth of discontent amongst the trade, who held a demonstration invol- ving up to 1,500 drivers over a three- hour period on 15 January to coincide with a licensing com- mittee at Leeds Civic Hall. Further demon- strations scheduled for 23-25 January had been cancelled on the back of the 28


January meeting hav- ing been scheduled. PHTM spoke once again with Ahmad Hussain, chair of the Leeds Private Hire Drivers Organisation. He told us: “A work- ing group has been set up to look into the remainder of the policy, but generally the suitability policy in Leeds is still going ahead. “There is no time frame put on the deferral of the six- point element of the policy. We feel that we are no better and no wiser than before; is the rest going ahead? This is very unclear. Our original 2,500- s ignature petition, which we handed to Deputy Leader Cllr James Lewis, was against


the entire content of the suitability policy; now it has turned into a political battle- field amongst coun- cillors, which is no good for the trade.” Licence holders and opposition Conser- vative councillors were in total agree- ment about the method by which the six-point policy had been proposed: not only do they feel the policy is draconian and disproportion- ate; the other equally contentious issue is lack of consultation.
