being abused and used for private parking and recommended the council take robust action to stop it. We have also had the reoccurrence of bus drivers not knowing that it is actually legal for a licensed vehicle to drop-off and pick-up from a bus stop ‘within a reasonable time’. This has yet again been confirmed by our licensing department in writing.
This usually crops up every 18 months or so and I have to remind the bus company of this allowance as recently there have been intimidating incidents of bus drivers hooting at cab drivers dropping people off. One bus driver even drove extremely close to the rear of the cab so the driver could not open the boot. Photos of this were sent into the bus company. At one time we had a rep from the bus company attend our Trade Forum Meetings but this hasn’t happened for a while. However, I have now had a good response from the bus company which informed me that bus drivers will be told about the right to drop-off and pick-up from bus stops within a reasonable time.
All of the above will be raised at our Trade Forum meeting in January 2023, but ultimately the trade nationally must stand up for what goes on against us. We have to jump through ‘fired-hoops’ to obtain and retain our licences, but we are so disrespected by everyone that we must take action. This takes organisation and time but we have a fantastic network of drivers here that work together to provide the evidence of wrong-doings against us, including evidence of out-of-town cars blatantly contravening their own licensing conditions whilst predominantly working here in the city.
PRAISE WHERE IT IS DUE
Although I am a Moaning Minnie at times, well, most of the time, I also believe in giving praise where praise is due. And as we are now at the end of the year it would only be right for me to give thanks to the various licensing teams for dealing with all the complaints that I have churned out in these last 12 months thanks to the obliteration of the trade due to the predominance of cross-border hiring where private hire drivers work out of sight of respective local enforcement.

So, where we have reported out-of-town cars that predominantly work here that have either used our ranks for parking and waiting on, or where these cars have contravened their respective conditions of licence for mainly not having compulsory door livery/rear plates, I would like to thank the following licensing departments for their speedy response in acknowledging those issues; in no particular order:
Portsmouth City Council: responds promptly and takes decisive action when needed - licensing officers: Kevin Weeks, Ross Lee and Leslie Mathewson.
Chichester District Council: responds promptly and takes decisive action when needed - licensing officers: Jon Munday and the Licensing Team.
Mid-Sussex District Council: responds promptly and takes decisive action when needed - licensing officers: Jon Bryant (who agreed that an Intended Use Policy for its hackneys was needed, which was then implemented) and Rob Hatcher.
Adur District Council: responds promptly and takes decisive action when needed - licensing officer: Teresa Bowley.
Brighton & Hove City Council: responds promptly to our every increasing complaints against the OOTs which have increased lately and will take appropriate action when needed - licensing officers:
Martin Seymour, Mike Kennedy, Alex Evans, Juliet Evans, Lindsay McNeill, Carlos de Marcos and Head of Licensing: Jim Whitelegg.
Also, councillors of our Licensing Committee, who know only too well what is going on: Zoe John, Steve Davis, Jackie O’Quinn, Dee Simson and Chris Henry.
Lewes District Council: rarely, if ever, follows up on communication…. Full stop!
