Accrington and Rossendale College was the setting for our in-depth look at the challenges and opportunities facing Hyndburn. Hosted by the borough council, it gave business leaders from a range of sectors the chance to have their say.

In terms of opportunities there’s lots of funding coming into the borough. The council now has an economic development resource and as a team we’re out and about meeting businesses.
It has also invested in support projects that businesses can get involved with, such as Boost. We have a business support section on our website which informs people about events and opportunities Then there is the one-to-one support that we can offer.
This is a really exciting time. Levelling up is reaching Hyndburn and we’re receiving significant investment.
We’ve secured £23m levelling-up funding which is being targeted into Accrington town centre. It is funding three significant projects, the repurposing of the market hall into a food hall and two significant buildings opposite it.
We’ve acquired the Burton’s Building which is going to be converted into flexible workspace and we are in the process of acquiring the Market Chambers and securing National Lottery funding for a heritage, cultural and arts facility.
That is the start of significant investment in Accrington town centre. We’ve also been allocated

£20m from the Towns Fund. A successful town centre is very important to the economy.
We’re also in the final 12 months of adopting a new local plan which promotes two additional employment sites, including Whitebirk 2, next to Frontier Park. The two sites together will provide 62 hectares of employment land which should create about 3,500 new jobs.
The third strategic ambition is Huncoat Garden Village, promoting 1,800 new homes over the next 10 to 15 years. We’re hopeful that we will get £30m of investment from Homes England
to kickstart that. We’ve been on a journey over the last two years with a major drive around improving the economy and the regeneration of the borough.
When you add it all up there is £100m of public sector investment coming in but we do need to invest it well and we need to take on board all our stakeholders’ views. We are going to work on putting in place an economic strategy investment plan over the next 12 months to look at that longer term funding.
