done andmodify the legislation accordingly both nationally and locally to ensure that no-one breaks the laweither unwittingly through ignorance or deliberately because of the absence of policing and to savemoney. The need for these changes is obvious and the requirement to obey the changes asmuch so but it needs to be achieved in amanageableway. So, in final summary, itwould perhaps tomitigate the current situation itmight be politic to get some realistic idea of just howmany septic systems exist, there are those that say thismay be an possible task, but this should not be so.WaterCompanies knowwho is on their customer lists and of thosewhich arewater only orwater and sewerage customers, so those that are offnetwork forwastewater could be found.Theremay be those that also have privatewater supplies and so do not appear onWaterCompany lists but comparing thewater company off-network listwith local authority council tax lists could

give any unconnected andmissing locations. This should provide prettymuch all the off-networkwastewater locations. Itwould take somework yes. But it could be done, even ifData Protection had to be amended temporarily to provide the information for the sake of compliance and the environment and allowdiffering organisations the potential towork together. At least then the industrywould knowthe extent of the task ahead. But cooperationwould be neededwithout the‘can’t do that because ofData Protection’get-out clause. Once this figure is understood better then therewould be the need to get the owners of these off-network systems informed of their responsibilities under the‘new’regulations so they knowtheir options. The cross-referencing this against the potential contracting capacity that is available to complete anyworks should allowEAor any new body to reassess any newfinal compliance date thatmight be needed to ensure that the systemsmeet the regulationswhilst not overestimating theworkload that contractors could complete effectively over time.Thiswould alsominimise the pressures on EAand the contracting fraternity thatmight arise from the lack ofmovement to date andwill give septic systemowners the opportunity to comply without the threat of costly sanctions. Itwill be interesting to see just howthismight come together and howlong itwill all take!
