LICENSING SAVI ARTICLE NO.2
Following last month’s article in Venue Insight (page 42) highlighting the launch of Licensing Security & Vulnerability Initiative (Licensing SAVI), Police Crime Prevention Initiatives’ Mark Morgan expands on how it works and explains how it can assist licensees’ business recovery planning.
As venues prepare to re-open, we believe that the Licensing SAVI initiative can help licensees – even at this most busy and demanding of times.
An online self-assessment which standardises advice and guidance for licensees across England and Wales, Licensing SAVI’s question sets broadly mirror the requirements of the four Licensing Objectives with additional frontloaded, non-assessed sections on counter terrorism and a COVID template risk assessment for licensees to use if they wish.
Licensing SAVI runs to 160 operational and security related questions, mostly in tick-box format. Using mobile phone, tablet or computer, the self-assessment should take around one hour to complete. Progress can be saved and revisited when convenient.
Once completed, Licensing SAVI generates a Star-Rating of up to five stars and a bespoke report which includes recommendations for good practice – mostly simple measures that

can be introduced quickly and easily to increase safety and security as well as reduce vulnerability. Improvements when implemented are likely to generate a higher Star-Rating.
At assessment stage, Licensing SAVI remains confidential to users. However, licensees can apply for Licensing SAVI Accreditation which will involve licensees sharing the self-assessment with Police and Council Licensing Teams to verify the accuracy of responses. Accreditation will result in a Star-Rating Award for display at venues.
Licensees that have accessed Licensing SAVI are seeing it as a health check or benchmark on management practices and operational security. They are also regarding it as a valuable training tool for new employees or as a refresher to be completed alongside staff returning after furlough.
Anything we can do together to work in partnership to reduce crime and raise safety and security standards must be the right thing to do for everyone’s benefit.
What is Licensing SAVI?
Developed at the request of the Home Office, Licensing SAVI brings together for the first time, the guidance and standards that bars, pubs, clubs, restaurants and hotels need to meet the requirements of Responsible Authorities in England and Wales. Supported by the National Police Chiefs’ Council, Licensing SAVI seeks to provide safer and more secure venues for managers, staff, customers and local communities as well as reduce demand on hard-pressed police forces.
