clandestine capability as compared to a North Korean type industrial capacity? The manner is the same but the number of forces and the type of forces will be different. On a smaller scale clandestine system I would work with special operations command (SOCOM), as we enable them to do what they do with elements of my conventional force capability. We have to be prepared for the large scale, the harder part, and this needs the recognition that I don’t have the capacity or the capability to take down an industrial size threat network, like North Korea. That has to be done with partners, which is why we work with Nato members to build coalition,


exchange tactics, techniques and procedures (TTPs), gain situational awareness, understand capability and limitations to allow us to quickly integrate other partner nations into the force. In some cases we’ll be the lead, and in others we support other people.


GW: Yet most Nato countries have needed to reduce some capability to specialise in others. This means that they are used to coalition operations, which requires greater political awareness. Previously the US had an all-round capability, can you see a decision to rebalance and engage more in some operations and less in another?


WK: I would suggest that in the past 10 years we have done some rebalancing. We used to put more effort in decon, especially thorough or deliberate decon. We got rid of our M12 heavy decon, we now have a single decon unit, the M26, so a manoeuvre unit has more decon capability and capacity than I have in our formation. When they call for decon I am not providing any more capability than they can provide, but reinforcing what they already have. In many forums I have said that if I am going somewhere that I will need thorough decon, I will ask for the Germans. They have put a lot of effort into refining and increasing their capability in thorough decon.
