ollowing a request earlier on in the year from the Market traders for an additional Market day, enquiries were made to ascertain whether this was permissible. The Council agreed to proceed whilst investigations were made with an additional Market day being held on Thursdays, this commenced on 19th July 2012 and continues to do so. It has proved very popular with a good turnout of stalls. The enquiries have proved inconclusive and it is the Council’s intention for this additional Market day to continue.

FUTURE OF THE GUILDHALL The Mayor, Cllr Paul Allen said


the Town Council should be proud of achieving reaccreditation again, particularly regarding the challenges it has faced over recent years, and this is down to the hard work of all the staff, who contribute to the well-being of the whole community.


It will also enable the Councillors to continue to identify how local services can be delivered more efficiently and effectively under the responsibility of the town Council.

It has always been accepted that the Guildhall is a community facility not just in terms of the facilities available but also in respect of being the “administrative headquarters” for the town Council, including the Council Chamber and Mayor’s Parlour.


During the past ten years, there has been a slow decline in the number of regular users and this has significantly affected the revenue.


Whilst some may still perceive the Guildhall as a community asset, it has become a liability in terms of a drain

on resources and is difficult to justify in respect of the increasing level of subsidy required to sustain such a building. There are now a number of other buildings offering similar and more modern facilities. An integral part of the Town Council’s long-term vision is to improve and provide better services and to obtain best value, and this was an important factor in considering the Guildhall’s future,


At a recent meeting, members decided to dispose of the Guildhall, and it is now incumbent on the Council to explore a number of opportunities with regard to relocating its required facilities. This requires production of a detailed Management Plan, which is currently being undertaken. Meanwhile the Guildhall will continue to accommodate the Council and The Ballroom and Clifton Room remain available for hire.


The Traffic and Parking Group, consisting of representatives from the Town Council, Stoke Fleming Parish Council, Dartmouth and Kingswear Society, Dartmouth Business Forum, and others have continued to meet following the survey. A significant number of respondents had indicated that Dartmouth had a parking problem and there were a number of marginal sections creating a split and without further clarity would require a lot more information. The group have acknowledged the need


to improve the Park and Ride facility, and further exploration of an integrated Park and Ride system to encompass the existing bus services and a resident parking scheme. Clarification is also being sought regarding the possibility of a Park and Ride provision on the other side of the river (Churston Ferrers). This had previously been explored by the Dart Area Landscape Access Group during 2008/2009, as part of the Dartmouth and District MCTi.

n September, the County Accreditation Panel met to review evidence- based documentation submitted by the Town Council to seek reaccreditation as a Quality Status Council. Such reaccreditation is required every four years. We are pleased to report that the Town fulfilled all the criteria required. The Council have now held this status since 2004.
