It will be interesting to see how these two aspects will play out in Ofwat’s and the water companies’ business plans. Most contractors feel Totex is a positive move in the industry, treating Capex and Opex equally. Totex will also ensure greater collaboration between the water companies, their contractors and supply chain. In addition to Totex, contractors are believe AMP6 will be more about smaller, capital in- vestment projects, rather than high-value Capex water infrastructure schemes.
This could lead to the industry using less civil contracting and more process and MEICA-led delivery
Contractors are also experiencing tougher tendering processes as customers demand entire solutions, and not necessarily at the low-
est price. As a result the tendering process is becoming tough, they say. This will combine the need to deliver programmes from a productivity basis.

The AMP6 expenditure is expected to mean the water companies continue to favour frame- works, as experienced in AMP5. But this is likely to mean a higher degree of responsibility for programme development and delivery under alliance-type partnerships..
Strategic alliances will continue to provide the breadth of technical ability to deliver the capital expenditure required.
