ROMANSKY PAYNE


Come unto me all who are weary and heavy laden and I will give you rest (Matthew 11:28). The Lord called Johnny Otis Payne, of Rockville, home to rest on July 28, 2010. He was 61 years old. Born July 20, 1949, in Birmingham, AL to Mrs. Emma Jean Payne-Tillman and the late Johnnie Lee Payne. A daughter, Janice, was also born to this union. Johnny spent his younger years between Chicago, IL and Ann Arbor, MI. While in Ann Arbor, he lived with his father and Mrs. Mary Payne. He graduated from Pioneer High School in Ann Arbor, MI in 1967. He enlisted in the United States Army, May 18, 1969 and served in the Vietnam War. He was honorably discharged March 1973. During his military career, he received the National Defense Service Medal, the Vietnam Service Medal, the Vietnam Campaign Medal, and the Armed Forces Expeditionary Medal. Johnny held positions in numerous fields throughout his lifetime including corrections, real estate, teaching, and consulting. He was a charismatic figure, charming, witty, and proud. Anyone who met Johnny was immediately drawn to his magnetic personality, and sense of humor. His loving wife, Karen, preceded Johnny in death on July 7, 2010. Also preceding Johnny was his stepfather John Tillman, his uncle Otis Jackson, and his son, Phillip Ryan Payne. He is survived by two daughters, two son-in-laws, four grandchildren, six siblings, and a host of nieces, nephews, cousins, and friends. Services will be held at St. Patrick's Catholic Church, 4101 Norbeck Rd. in Rockville, Tuesday, August 3, 2010. Of Culpeper, VA, died Monday, July 26, 2010 at Culpeper Regional Hospital. Mr. Taber was born October 10, 1940 in New London, CT, to the late Howard Taber and the late Clarissa Fogg Taber. Richard’s career was spent installing screen- ing for windows and doors and later as a maintenance worker for housing. Richard loved the Rock & Roll era of the ‘50s and had his own personal style of vehicle demolition. Susan Hillmer departed us following a coura- geous 32 month battle with lung cancer on July 15, 2010 at her home in Virginia with her husband and children by her side. Susan was born in Scottsbluff, Nebraska in 1944. She graduated from Scotts Bluff High School and attended the University ofWyoming graduating with an English Literature degree. Sue spent 22 years traveling as a military officer’s wife and was a devoted mother. She worked for the Defense Intelligence Agency as a federal employee and as a Northrop Grumman defense contractor to help develop, refine and manage important programs that support the nation. She is survived by her husband, a son, two daughters, and five grandchildren. Services will be private.

Peggy graduated with a Bachelors Of Art Degree from Virginia Polytechnic Institute in 1970. She resided throughout her childhood and adult life in the Falls Church,VA area.


Peggy had a long career in the marketing field with two financial institutions. First working for Continental Federal Savings And Loans, then for 15 years with Navy Federal Credit Union. During this time Peggy was actively involved volunteering with the United States Marine Corps "Toys For Tots Campaign".


Peggy is survived by her only son Alex Hitzel- berg who resides in Austin, TX.

Of Lanham, MD passed away peacefully, on Monday, July 26, 2010 at Doctor’s Hospital. He is survived by his wife of 66 years, Betty Ramey; son, Mark Ramey; daughter, Melissa Ramey; daughter-in-law, Karen Ramey; grand- sons, Daniel, Christopher and Alexander Ramey;many nieces and nephews. Paul enlisted in the Navy at age 17 and attended the Naval School of Music. He was in the Naval Academy Band for 28 years and was serving in Pearl Harbor on the Argonne at the time of the Attack. He worked at Southern Railroad for 14 years and continued his musical career with the Sexton German Band. After retirement, he volunteered at Doctor’s hospital and Project Head Start, using his humor and puppet skills to bring smiles to many patients and children. He was also a member of the Greenbelt Community Band and Toastmasters. Born on July 21, 1929 in Altoona, PA, Howard served in the United States Air Force for 21 years, retiring as a Major in 1970. Upon his military retirement, he worked for the DC Courts, and the Peace Corp. An avid life-long golfer, he recorded 4 holes in one in his career.

Xerox Corporation, hired him as his Assistant in 1961. Rapidly ascending the corporate ladder, Bob became President of the Xerox-owned company University Microfilms in Ann Arbor, Michigan in 1967. From Ethiopian monasteries to the Vatican, he traveled the globe facilitating micropublishing projects that preserved and increased access to rare documents. He subsequently served as President of several other publishing and information com- panies, including R.R. Bowker (1976-80); Infor- mation Handling Services (1980-82); International Thomson Information (1982-88), the Library Cor- poration (1990-96) and the Redalen Group (1990-2010).


Constantly mindful of the benefactors who helped launch his career, Bob lived out his gratitude through unstinting generosity and a “roll up the sleeves” willingness to simply get things done. Until the last year of his life, he could often be found scouring the library stacks of local universities in search of underutilized books to add to the electronic bibliographic databases he helped develop as Chairman of the information company Paratext (2000-2010). Diagnosed with prostate cancer six years ago, Bob faced his illness with inspiring bravery and resilience. He continued to be energized by the pleasures of life: new subjects discovered through reading, brainstorm- ing sessions with colleagues, the antics of his grandchildren, and his beloved jazz music.


A celebration of Bob's life and the half century he devoted to supporting the work of researchers and librarians will be held at the Army and Navy Club, Farragut Sqaure, Sunday, September 12, at 10 am. CARY J. MEILERT (Age 52)


Cary James Meilert, “CJ, Bopper”, of Waldorf, MD died June 17, 2010 after a lengthy illness. He is survived by his mother, Alice M. Newcomb of Waldorf, his father, Retired Navy Captain John J. Meilert of Vienna, VA, his sisters, Suzanne Fields and husband Mark, Stephanie Holder, Samantha Shelton and husband Jay, Allison Newcomb and husband Steve Clark, brother Fred Newcomb, nephew Blake Holder, nieces Shayla Holder and Danielle Lubin and numerous aunts, uncles and cousins.


Cary, who was born on Mother’s Day, May 9, 1958 in Minneapolis, Minnesota was an avid bridge player,

sports fan, bowler, tennis and golf player, and lover of music and dancing. Bowling was his favorite sport. In 1970 he won the Virginia State Championship for 12 year old players held in Hampton Roads, VA. He attended Surrattsville High School in Clinton, MD and played on the Charles County Community College tennis team in 1978.


His other love was cooking and the restaurant business. He worked as a waiter and trainer for Hogates, a Washington DC landmark, in the early 80’s and in 1983 was instrumental in opening the Popeyes Chicken and Biscuits restaurant in Annandale, VA, serving as senior manager until 1988, when he decided to, as he put it, “retire” and pursue other interests. After leaving the restaurant business he turned to another interest and one that allowed him to work outdoors, landscaping. He particularly enjoyed being his own boss. He worked in that field until he was physically unable to do so.

Cary was residing in the Genesis nursing home in LaPlata, MD and under Hospice Care from June 10 until his passing.


A family memorial service with interment in Green- wood Cemetery will be held in Belmont, KS on August 7, 2010. In lieu of flowers, memorial contributions may be made to the Hospice of Charles County, MD, P.O. Box 1703, LaPlata, MD 20646 or to the WhitmanWalker Clinic, 1701 14th Street, Washington, DC 20009 or a charity of your choice.
