moscow — Russia’s ombuds- man for children’s rights said Thursday that Russian and U.S. negotiators have agreed to set up licensed adoption agencies and allow monitors to visit the homes of adopted children as part of a new accord, but the U.S. State De- partment said no deal had been reached. State Department spokesman Mark Toner said the Moscow


talks would be extended a day de- spite the ombudsman’s statement Thursday announcing a break- through. “The parties are making steady progress, but we’re not there yet,” Toner told reporters in Washing- ton. “Clearly, there is engagement and a willingness on both sides to reach an agreement, and we be- lieve progress has been made, but it’s just going to take some more time to work out the details.” Adoptions in Russia became a highly emotional issue in April


when a Tennessee woman put her adopted 7-year-old son on a plane back to Russia — unaccompanied by an adult. International out- rage immediately followed, and new adoptions by U.S. parents in Russia virtually stopped. Pavel Astakhov, a lawyer repre- senting Russia in talks aimed at renewing adoptions, said U.S. ne- gotiators had given in to Russia’s demand that the accord be retro- active so that it protects children already adopted. “For a long time U.S. officials


did not want to give their consent to this,” he said in a statement, “but Russia managed to accom- plish this decision.” Astakhov said the agreement will set up li- censed agencies that will have the right to assist potential adoptive parents in finding a child. All adoptions through unaccredited middlemen will be banned, he said. Training will also be mandato-

The agreement also calls for monitoring adopted children in their new environment, allowing home visits by official monitors. “This was very difficult for the Americans to agree to this given that their right to privacy is sa- cred,” Astakhov said. The Russian ombudsman said talks have proceeded “construc- tively” and could have been wrapped up were it not for U.S. negotiators’ need to clear every-


thing “with their bosses.” Astakhov said U.S. officials needed time to coordinate provi- sions in the new agreement with the laws of several states. He said the agreement was two-sided and would apply to any U.S. children adopted by Russian parents. About 1,800 Russian children were adopted in the United States last year, and the total is nearly 50,000 since the early 1990s, according to the Russian Education and Science Ministry. — Associated Press
