The CoCP provides a key mechanism, enforceable via DCO Requirement 27, through which the Local Authorities (LAs) and Highway Authority can be assured that environmental impacts associated with the construction of the onshore infrastructure will be formally controlled and mitigated. The CoCP will provide this control through agreed site practices and mitigation as detailed in Sections 2 to 15 of this document and in the supporting Schedules.

This OCoCP reinforces commitments made in the Environmental Statement (ES) complements other requirements set out in Schedule A, Part 3 of the draft DCO.


Purpose and Scope


The purpose of this OCoCP is to support the construction management team in its duties to help ensure that the pre-construction and construction phases of the onshore elements of EA ONE comply with relevant European and UK legislation and requirements in the DCO. The document is also a mechanism to deliver environmental commitments as set out in the ES and to promote environmental and construction best practice.

The CoCP sets out the management measures which EA ONE will require its contractors to adopt and implement for any onshore construction works for EA ONE and related off-site activities. Works and locations within the scope of this document include site preparation works, infrastructure construction, and commissioning phases of the project for onshore works (from Mean LowWater Springs (MLWS)) to the connection at Bramford and are defined to include:


Export cable(s) installation from MLWS to the junction transition bays, including horizontal directional drilling (HDD)


Temporary works associated with HDD and junction transition bay excavation


Onshore cable(s) installation along the Onshore Cable Route including jointing bays and HDD


Temporary works associated with the Onshore Cable Route and converter station enabling works for example the establishment of a haul road and Construction Consolidation Sites (CCSs)
