The Access Management Plan must accord with the Outline Access Management Plan (the latter is a Certified Document under Article 33 of the DCO). It will detail the highway improvements necessary to allow access for construction.

The Travel Plan must accord with the Outline Travel Plan (the latter is a Certified Document under Article 33 of the DCO), It will detail the measures to be taken to encourage sustainable transport of construction personnel within the parameters assessed within the ES and Supplementary Environmental Information, unless otherwise agreed.

A dilapidation survey pre and post project construction will be undertaken to identify any necessary remediation to the highway. Any remediation requirements identified will be implemented to a timescale agreed with the relevant highway authority.


5 67 Public Rights of Way


A pre and post-construction survey (including identification of surface condition and street furniture) of the public rights of way affected will be undertaken. Right of way surveys will be undertaken by an experienced surveyor with scope of coverage and methodology to be agreed with the relevant Highways Authority. A qualified agricultural liaison officer (ALO) will be employed to ensure that information on existing land conditions is obtained, recorded and verified during the rights of way surveys.


68 Where impacted by the works, the surveyed rights of way will be restored to original condition or other as agreed with the relevant Highways Authority. The ALO will act as the point of contact for the restoration of the rights of way.

Affected rights of way will be closed for the minimum time practical and commensurate with the work requirements and restoration proposed. Diversionary routes will be as proposed within the DCO, unless otherwise agreed with the relevant Highways Authority.

EAOL will advertise all diversions following the Highways Authority‟s standards for advertising temporary closures of rights of way. This will include:


Provision of a map showing the extent of the closure and an alternative route if there is one


Confirmation that the alternative route is to another rights of way or roads or on land in EAOL control


Confirmation that the alternative route across land in EAOL control is safe and fit for public use.
