The applicant must prepare and publicise a statement setting out how they propose to consult local people about the proposals. The applicant should consult on the content of the draft statement with the relevant local authorities (being those within whose land the proposed project is situated, as per Section 47(2) of the Planning Act 2008), and with other affected local authorities, as per DCLG guidance, before publishing such a statement. The local authorities have 28 days to reply to that consultation. Once published, consultation with local communities must be carried out in the manner set out in the statement.

In accordance with these requirements, East Anglia THREE Limited has prepared a Statement of Community Consultation and this report to inform the Statement of Community Consultation, in consultation with the relevant local authorities. The publication of the SoCC was advertised in three local newspapers and Fishing News, and made available at local libraries. East Anglia THREE will hold Public Information Days (PIDs) where members of the local community can meet with the East Anglia THREE project team to discuss the project, and how local views may be taken into account during the consultation.

Following local community consultation in accordance with the SoCC, East Anglia THREE Limited will submit a Consultation Report with the DCO application which will explain how we have consulted on the project, and how we have taken the responses received into account in the Environmental Impact Assessment (EIA) process and final project design. The Planning Inspectorate will consider this when deciding whether to accept the application for examination.


3.3 Supporting Environmental Information 33.


Under the Infrastructure Planning (Environmental Impact Assessment) Regulations 2009 (the EIA Regulations), East Anglia THREE Limited is required to undertake an EIA for the project. The results of the EIA will be published in an Environmental Statement (ES) which will accompany the DCO application. A Non-Technical Summary (NTS) will also be provided to present information contained within the ES in a manner suitable for non-experts.

The EIA Regulations also require the applicant to set out in the SoCC how it intends to publicise and consult on the Preliminary Environmental Information (PEI). East Anglia THREE Limited will provide this information within a PEI Report (PEIR) and make this document available to the local community during the consultation period. The PEIR will include a description of the proposals and baseline information (to date) and identify the potential impacts of the development. Publishing PEIR part-way through the EIA process will enable local communities to comment on the
