20 AIR QUALITY
20.1 Introduction 1.
This chapter of the Preliminary Environmental Information Report (PEIR) assesses the potential air quality impacts of the proposed East Anglia THREE project as a result of the onshore electrical transmission works, including impacts associated with the use of temporary access routes and Construction Consolidation Sites (CCS). There are two proposed scenarios for installing the onshore cable; pre-installed ducts or open trenching. Impacts of both scenarios have been considered in this chapter.
2.
The potential air quality impacts arising from the construction, operation and decommissioning of the offshore elements of the proposed East Anglia THREE project are considered to be of negligible significance and have been scoped out of this assessment. As a result they are not considered further within this PEIR.
3.
This chapter was prepared by Royal HaskoningDHV. Reference has been made to the applicable National Policy Statement (NPS) EN-1 which includes details on the assessment of air quality.
4. 5.
Figures which complement the text in this chapter are provided in Volume 2 Figures 20.1 and 20.2.
This chapter cross references with Chapter 27 Traffic and Transport and Chapter 22 Ecology.
20.2 Consultation 6.
Scoping opinion was sought from the Planning Inspectorate as part of the Environmental Impact Assessment (EIA) process. The scoping phase concluded that, in terms of onshore impacts, the operation of East Anglia THREE would not result in any significant change in vehicle flows to and from the site or introduce new emission sources. The Secretary of State (SoS) noted that numbers of vehicle movements were not included in the Scoping report and there were no details of maintenance activities, however it was accepted that the conclusion in respect of potential air quality effects was valid given the nature of the development. The Secretary of State therefore agreed that onshore operational phase air quality impacts could be scoped out from further consideration (Planning Inspectorate 2012).
7.
With regard to offshore impacts, it was concluded that the number of construction vessel movements and associated atmospheric emissions would be extremely small
