The sensitivity definitions are based on the assumption that the whole onshore electrical transmission route including access would undergo construction concurrently. However, it is likely that construction will be divided into multiple phases and therefore the number of receptors in close proximity to active works at any one time are likely to be less than those assumed for the purposes of the assessment.

20.6.1.1.4 Step 2C: Define the Risk of Impacts 85.

The dust emission magnitude and sensitivity of the area are combined and the risk of impacts determined using Tables A7-A9 in Appendix 20.1. The risks for dust soiling, human health and ecological sites are shown in Table 20.23.

86.

It should be noted that East Anglia THREE will employ embedded mitigation measures relating to construction dust. The IAQM construction dust assessment methodology does not include the consideration of embedded mitigation measures when determining the potential risk of dust impacts.

Implementation of embedded mitigation measures will ensure that the risk of dust impacts is lower than those identified in Table 20.23. Embedded mitigation measures are detailed in Table 20.4.

88.

Step three of the IAQM guidance identifies the appropriate good practice mitigation measures required based on the findings of Step 2 of the assessment methodology. Step 2 of the dust assessment determined that there would be a high risk of dust soiling, human health and ecological impacts resulting from construction activities without the implementation of mitigation measures.

89.

The recommendations detailed below are taken from the IAQM guidance document, and are considered to be ‘highly recommended’ by the IAQM for sites with a high risk of dust impacts. The measures below would be undertaken in addition to those measures included as embedded mitigation within the scheme. Embedded
