The IAQM guidance states that a Detailed Assessment is required if there are human receptors located within 350m and ecological receptors within 50m of the site boundary. The onshore cable route passes through the Deben Estuary Special Protection Area (SPA) and human receptors are present within 350m. A Detailed Assessment is therefore required.


20.6.1.1.2 Step 2A: Define the Potential Dust Emission Magnitude 78.


The IAQM guidance recommends that the dust emission magnitude is determined for demolition, earthworks, construction and trackout. As there will be no demolition undertaken as part of the proposed East Anglia THREE project, it was not considered in the assessment.

The potential dust emission magnitude for the proposed development site was determined using the criteria detailed in Table A1 of Appendix 20.1 and are defined as:


  


Earthworks: The total site area is predicted to be greater than 10,000m2, therefore the dust emission magnitude is considered to be large;


Construction: The total building volume is likely to be greater than 100,000m3; the dust emission magnitude is therefore considered to be large;


Trackout: There are likely to be more than 50 outward HGV trips in any one day, and the unpaved road length is likely to be greater than 100m. The dust emission magnitude is therefore considered to be large.

It should be noted that the construction of the onshore cable route will be undertaken in stages. Embedded mitigation is also to be put in place as part of the proposed East Anglia THREE project. The dust emission magnitudes detailed in Table 20.21 are therefore conservative estimations.
