20.4.1.2.1 National Policy Statements 25.
The assessment of potential impacts upon air quality receptors has been made with specific reference to the relevant National Policy Statements (NPS). These are the principal decision making documents for Nationally Significant Infrastructure Projects (NSIP). Those relevant to East Anglia THREE are:
Overarching NPS for Energy (EN-1) (DECC 2011a); NPS for Renewable Energy Infrastructure (EN-3) (DECC 2011b); and NPS for Electricity Networks Infrastructure (EN-5) (DECC 2011c).

The specific assessment requirements for air quality, as detailed in the NPS, are summarised in Table 20.6 together with an indication of the section of this chapter where each is addressed. Where any part of the NPS has not been followed within the assessment an explanation as to why the requirement was not deemed relevant, or has been met in another manner, is provided.

Any ES on air emissions will include an assessment of CO2 emissions, but the policies set out in Section 2 [of EN-1], including the EU ETS, apply to these emissions. The IPC (now Planning Inspectorate) does not, therefore need to assess individual applications in terms of carbon emissions against carbon budgets.
The ES should describe: any significant air emissions, their mitigation and any residual effects distinguishing between the project stages and taking account of any significant emissions from any road traffic generated by the project;
the predicted absolute emission levels of the proposed project, after mitigation methods have been applied;
