government the ability to take over a casino with no compensation to the operators, when their licence expires. Tis is mainly due to the fact that under Mozambique law casinos are defined as part of a public domain, and not private property, which are leased out to private companies for a certain period of time. Essentially this means that at the end of a concessionary period the assets may revert back to the state. Te gambling sector is governed by the


Inspeccao Geral de Jogos (IGJ) which supervises the business under the Ministry of Finance. Te Associacao Gestora de Jogos Sociais (SOJOGO) holds the operating licence for social amusement games in Mozambique which is basically the lottery, mutual betting, Joker and other similar games. Tey began in 2004 and saw the re-launch of the lottery followed by the first Totobola game in 2005.


LOTTERY Te Lotaria Nacional Mocambique is run by


SOJOGO which was set up in 2004. SOJOGO was established between the gaming department of the Santa Casa de Misericordia de Lisboa and ELAM (Empresa de Lotarias e Apostas Mutuas de Mocambique). Te Santa Casa de Misericordia de Lisboa


invested around €300,000 in the creation of SOJOGO which runs exclusive betting and lotteries in Mozambique. With this amount the Misericordia controls a majority 40 percent of the share capital as the company has co partner founders with 10 other Mozambique charities. Te idea to set up the company was to create


funds for public interest. SOJOGO assumes the responsibility of managing the games in a bid to collect and distribute funds and also help combat illegal gambling. Te SOJOGO Lotaria offers five numbers


starting at zero and these are sold directly by SOJOGO or via agents. Tickets go on sale a week before the draw. Numbers are drawn weekly via the


sweepstake and payments greater than US$5,000 must be made via identification with


a 90 day claim window. Te Lottery regulations


include the following points: l Lottery is a fortune game of chance (sweepstake) for social and fun games for players awarded cash prizes.


l Special Lottery is a lottery in which the operator can hold during a specific date or anniversary.


l Lotteries can be conducted to support charitable, social welfare and culture and sports and is non profit or for the organisation.


l Lottery applications pay a fixed licensing fee to the Ministry of Finance.


l Lottery tickets should be printed in Portuguese and Arabic number systems.


l Number draws are to be held in public with results posted no later than third day after.


l Lottery ticket agents receive 5 percent of the price.


l Any unclaimed prizes go the Game Revenue Fund (FURJOGO)


l Revenues from the lottery are distributed as follows: • At least 50 percent in prizes • Maximum 31 percent to cover
